Job Description:

Under the supervision of the Research Scientist Supervisor of the Data, Testing, Epidemiology and Quality Support (DTEQS) Section, the Budget Coordinator will provide budget oversight of VRDL’s Public Health Emergency Preparedness (PHEP) grant and 12 Epidemiology and Laboratory Capacity (ELC) subgrants and serve as point of contact for subgrant Principal Investigators and Heluna Health. Duties will include purchasing and monitoring of expenditures, developing and invoicing subcontracts, and preparing grant progress reports and renewal applications. The Budget Coordinator will be expected to be highly detail-oriented in tracking budget activity in real time and act as a budget liaison between the laboratory, state administrative staff, and vendors.


Must be willing to work flexible hours that might include weekends and holidays.

ESSENTIAL FUNCTIONS



  • Support VRDL staff with purchasing and accounts payable duties and develop service contracts chargeable to VRDL’s grants.

  • Develop and maintain shared spreadsheets and databases for tracking budget expenditures.

  • Reconcile monthly expenditure reports and troubleshoot payroll and expenditure problems as needed.

  • Coordinate the ELC, PHEP, and other grant processes as requested, including submitting the application and the writing of renewals and progress reports and tracking their status.

  • Assist with personnel administrative duties, including staff recruiting, hiring, training, and personnel budget management.

  • Order reagents and coordinate shipment of reagents to partner laboratories.

  • Perform other duties as directed by the DTEQS supervisor in the office and laboratory setting.

JOB QUALIFICATIONS



  • Incumbent must be able to communicate effectively in English (orally and in writing)

  • Possesses analytical and problem-solving skills

  • Completes assignments in a timely and efficient manner

  • Adheres to departmental policies and procedures regarding attendance, leave, and conduct

  • High-level proficiency with MS Excel; experience with SharePoint and database programs such as MS Access preferred

Education/Experience



  • Bachelor’s degree, required.

  • Previous experience working or volunteering in a public health setting, preferred.

  • Previous experience with budgeting and monitoring/reconciliation, preferred.


Other Skills, Knowledge, and Abilities



  • Knowledge of and skilled in the use of Microsoft Office products including Word, Excel, Access, Outlook, and Power Point
