The Supreme Court of Ohio is seeking to fill the position of Judicial Analyst in the Office of Judicial Services. Under the direction of the Director and Manager of Judicial Services, the Judicial Analyst manages the registration processes for all face to face courses and facilitates the delivery of online education supported by the Division. Manages, administers, implements, maintains, and supports all aspects of the Learning Management System (LMS) modules, electronic databases, and select distance learning education for The Supreme Court of Ohio Judicial and Education Services Division and other divisions throughout the court.

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.


  • Manages all aspects of the learning management system (LMS) to ensure efficient and effective delivery of face to face and online education. 

  • Tracks and implements LMS system upgrades, product enhancements and releases to determine the impacts on end-users and administrators.

  • Develops, facilitates, and evaluates court-wide training related to the LMS and select electronic databases; assigns and maintains system access and security roles.

  • Serves as primary contact for enrollment questions related to education programs, the LMS, and various databases while maintaining a high level of service and prompt response to inquiries.

  • Ensures education programs are created and open for registration to the target audience by uploading program materials into the LMS as appropriate.  Uploads and disseminates course announcements in a timely manner.

  • Evaluates and implements LMS product enhancements and releases to determine the impacts on end-users and administrators.

  • Analyzes and reports LMS usage to communicate return on investment and expectation to support the value statement. Analyzes and provides monthly, quarterly, and end of the year reports of education programs enrollment.

  • Develops and documents all relevant documentation that supports LMS functionality and capabilities, and keeps all documentation up-to-date.

  • Serves as the primary contact between the LMS technical support team and the Supreme Court of Ohio. Participates in regional and national associations that relates to the LMS.

  • Schedules live meeting virtual sessions using third-party Internet applications (e.g. Zoom, GoToMeeting) for Supreme Court of Ohio oral arguments, court hearings, and court meetings.

  • Produces live Supreme Court of Ohio virtual oral arguments and virtual contested hearings for other Supreme Court of Ohio offices using third-party Internet applications by training remote participants on the technology, testing their equipment, and moving participants in and out of live sessions as appropriate.

  • Creates materials for the virtual oral argument production process and coordinates with Office of the Clerk, Office of Information Technology, Office of Public Information, The Ohio Channel, and individual justices’ offices, as well as the participating attorneys to create a seamless production process.

  • Drafts training materials for all participants in virtual oral arguments and provides helpdesk support to participants.

  • Ensures high-level user satisfaction by addressing or resolving concerns and issues to meet service expectations.

  • Effectively uses technological education tools such as laptops, computer applications, multimedia projectors and presentation tools (e.g., PowerPoint and polling software, still and moving pictures, flip charts); sets up, and tests equipment, troubleshoots, solves minor equipment problems. Transports and assembles all A/V at courses offered outside of the Judicial Center.

  • Utilizes audio visual equipment and distance learning software for the delivery of webinars, web conferences, and other remote programs.

  • Performs other duties as necessary and required.

  • Regular, reliable, and punctual attendance is required.


  • Requires a bachelor’s degree with a core program in instructional design, adult learning, education, instructional technology, business or public administration or related field or equivalent. An advanced degree in related field preferred.

  • Requires a high level of competency using Microsoft Word, Excel, Outlook and HTML.

  • Knowledge of LMS platforms; project management experience; experience with advanced and complex troubleshooting procedures.

  • Requires an understanding of preparing and delivering instructional programs for adults and instructional design methods to develop face-to-face and electronic education (e.g., self-study online courses, webinars, blended approaches).

  • Requires proficiency with delivering education via web conference facilitator tools. Familiarity with e-learning authoring tools (e.g., Articulate Storyline), design and storyboarding steps and techniques needed to develop online courses preferred.

  • Requires the ability to organize workflow to manage multiple projects, meet deadlines, and accomplish tasks with follow-through to completion.

  • Requires excellent verbal, written and presentation skills.

  • Requires the ability to communicate tactfully and effectively, both verbally and in writing, to interact productively with others and establish positive rapport and relations.

  • Requires the ability to establish and maintain collaborative and effective working relationships with internal and external constituencies.

  • Requires the ability to interact with supervisor, co-workers, judges, justices, attorneys, other court personnel and/or the public with a professional attitude and demeanor.

  • Requires the ability to exercise sound judgment, decisiveness, and the ability to maintain confidential and sensitive information.
