Job Description:

DEFINITION:

The Assistant Transit Manager assists in administering and managing the countywide public transit services (fixed route and paratransit) provided by the Transit Joint Powers Authority - The Bus, and multi-county public transit service to Yosemite National Park provided by the Yosemite Area Regional Transportation System (YARTS). This position would also assist in managing and maintaining the on-board systems that are utilized by the transit services, and the software used to analyze the related data. This position will support the agency mission and facilitate dialog needed to provide a sustainable and robust public transit system for Merced County and the Yosemite Area Region. This position is an employee of the Merced County Association of Governments assigned to the Transit Joint Powers Authority for Merced County and YARTS services under the Transit Division. The position provides technical and administrative assistance in the development, management, and administration of regional transit systems.

SUPERVISION RECEIVED/EXERCISED:

Receives direction from the Transit Manager and the Executive Director. Exercises direct and indirect supervision over assigned staff.

EXAMPLES OF DUTIES:
Duties may include, but are not limited to, the following:
Assist with the coordination of transit activities of the Transit Joint Powers Authority for Merced County (The Bus) and the Yosemite Area Regional Transportation System (YARTS);Assist with compliance and contract oversight of the management of operations and maintenance service provider contracts for the Transit department;Prepare and present reports to governing boards, technical groups, non-profit groups and the public;Prepare reports for submission to the Federal and State Governments including details needed for the National Transit Database reports;Assistance with the preparation of grant applications and reporting;Prepare specifications and follow procurement procedures for public transportation vehicles and other related transit services and facilities;Makes recommendations for system improvements;Manage and utilize on-board technology to provide operational data;Coordinates with the public affairs department on marketing and advertisement efforts;Collaborate with staff and contractors to address operational issues such as rider complaints, accidents, safety issues and emergencies;Collect, compile, and collaborate with staff to analyze statistics on ridership levels, fares, maintenance costs and bus productivity;Performs other related work as required.

MINIMUM QUALIFICATIONS:
Experience: Three (3) years experience in transit administration, public administration, transportation planning, or other areas such as administrative and budgetary analysis.
Education: Equivalent to graduation from a four (4) year college or university with a degree in Planning, Public Administration, Business Administration or a closely related field. Additional qualifying experience may substitute for the education on a year-for-year basis. Desirable: Possession of a valid California Class B Driver's License is desirable.

Represent the Authority with the community and other agencies.Present information at boards and committees, to the general public and other public speaking.Complete multiple priority projects with conflicting deadlines.Maintain confidential information in accordance with legal standards and/or other regulations.Train, evaluate and supervise staff.Operate a personal computer and other modern office equipment.Frequent operation of a data entry device and repetitive motion.Frequent use of hand/eye coordination.Sitting for long periods and walking.Occasionally standing, pushing, pulling, bending, squatting, and climbing to pick up or move objects.Conduct inspections under various environmental conditions.Occasionally lift and move objects weighing up to 50 pounds.Communicate effectively with others in person and over the telephone.Meet deadlines under stressful conditions.Resolve conflicts and respond appropriately to complaints.
Knowledge of:
Techniques of planning, organizing, and coordinating transit activities.Modern on-board transit technology.Principles and practices related to fleet management.Federal and State laws and regulations governing the operations of transit systems, including Federal transit funding programs and State Transportation Development Act.Public agency budgeting and contract administration.Data collection and summary reporting.Statistics and graphics presentations.Knowledge of maintenance supervision techniques.
Ability to:
Work with partner agencies, 3rd party contractors, and the public utilizing strong communication and interpersonal skills.Prepare budgets, cost allocation plans, written and financial reports and compile statistical data.Evaluate the effectiveness of on-going programs.Establish and maintain effective working relationships with others.Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.
