Job Description:

Strategic sourcing is the collaborative and structured process of critically analyzing the Company's spending and using this information to make sound business decisions about acquiring goods and services in the most effective and efficient manner. Reporting to the Director Finance - ManpowerGroup/Manpower, this role will plan, direct and coordinate the strategic planning and execution of activities of the strategic sourcing team of the North American Finance operations in order to achieve the Company's high quality and delivery standards.

This role requires:
Functional Expertise: Operational management experience as a Strategic Sourcing Manager or Director within the finance functional area of large companies with a deep understanding of best practices and world-class processes for sourcing.

Information Technology Expertise: Working knowledge of industry "best practices" related to sourcing technologies.

Leadership: Ability to drive change within the organization; ability to build consensus/coalitions amongst diverse (or divergent) interests; consultative approach but with ability and confidence to influence at all levels of the organization acts with integrity; builds confidence, track record of accomplishments that required strong leadership.

Strategic Thinking: Familiar with related business trends, competitors' strengths/weaknesses, client (internal & external) needs and other environmental forces (i.e. political, economic, social, demographic) driving change in the market; strong conceptual/creative thinking skills.

Analytical/Problem Solving: Intellectual capacity; ability to gather, sort and analyze data and then develop logical conclusions; critical thinking skills; familiar with problem solving tools/techniques (Pareto, fishbone, force field, brainstorming). Engages others in a collaborative manner to resolve issues.

Financial/Quantitative/Qualitative: Deep understanding of financial measurement (discounted cash flow analysis, EVA), cost accounting/budgeting; ability to identify and quantify legitimate areas of business benefit (cost savings/avoidance, client satisfaction, quality improvement, etc.).

Interpersonal/Communication: Articulate and capable of conveying ideas clearly/concisely; sensitive to needs of the audience; effective communicator with all levels between senior executives and hourly employees; manages around internal politics; empathetic, good listener.

Global Organization Skills: Ability to work across different cultures and able to leverage ManpowerGroup's business strategies to drive the delivery of procurement's objectives.

• Develop, implement and continuously improve strategic sourcing policies and processes to achieve best-in-class quantitative and qualitative performance. Specifically the incumbent is expected to (i) deliver incremental savings and improve efficiency and effectiveness in procurement (ii) work with all other ManpowerGroup lines of business and functions to drive leverage of buying scale and buying knowledge. Define metrics, monitor and coordinate processes to meet or exceed internal and external benchmarks.
• Develop strategies for non-labor cost reduction and improving procurement processes through tighter and more relevant specifications, improved solutions, quality and service, including global sourcing programs, vendor reduction initiatives, competitive bidding processes, vendor certification and qualification programs, as well as the means to monitor vendor performance.
• Ensure programs are in alignment with global objectives and actively participate in global sourcing initiatives, representing the NA operations in those initiatives. Liaise with global and regional directors and local business units to understand their existing and emerging sourcing requirements and develop solutions for those needs. As appropriate, lead regional and/or global sourcing initiatives.
• Effectively manage the overall activities of the strategic sourcing team. Includes developing objectives and monitoring progress through the achievement of appropriate metrics. Also provides people leadership for area of responsibility, including planning, coaching, recruiting, selection, performance development, and mentoring.

Qualifications:

• Minimum 10-years' experience in procurement/sourcing related field
• Industry experience a plus
• Bachelor's Degree required; MBA a plus
• Previous experience in leading cross-functional teams in complex activities that crossover functions, lines of business, and geographies
• Knowledge of local, state, federal laws regarding procurement
• Minimum of 6-8 years of managerial experience
•International experience/exposure desired
