Job Summary
The Process Transformation & Back Office Project Management Office (PMO) organization is seeking a dynamic Project Manager, Principal for the portfolio to drive strategic and operational project initiatives. The process transformation program is radically changing Blue Shield of California's business model. Transformation is bringing health care into the digital age and making it function like other parts of our lives. Process transformation initiatives are iterative, highly complex with people, process, and technology impacts and multiple root causes/driving factors. The IT organization is also moving from a project-based model to a product-based model.
Responsibilities
This role acts as a project and program leader partnering with the business leadership and technical experts. Execution responsibility for full project lifecycle including planning, scope, schedule, resource management, financials, and program governance to ensure delivery within time, budget and resource targets. Single point of accountability for project success within an assigned program. Partners with multiple delivery teams to influence and improve project-based activities to achieve operational efficiencies. Applies Agile or Waterfall or hybrid methodologies as appropriate.
Provides direct oversight on project planning and execution, managing highly complex IT + Business initiatives typically $5M or larger. Manages projects from initiation through closing phases, interfacing with internal stakeholders and affecting internal and external stakeholders. Tracks projects against major milestones and business targets including administrative benefits. Defines, implements, and facilitates change management. Actively manages project budgets including actuals reviews and monthly forecasting. Leads and facilitates executive and senior leadership meetings.
The Project Manager, Principal may directly manage other project managers and scrum masters in the portfolio while overseeing a larger matrixed project team. Expected to recruit and staff the projects with internal and external resources. Monitors teamwork and completion progress. Performs supervisory management and learning development for staff.
