Job Summary
The position reports to the Division Chief, Assignments or the Director, Foreign Services Center, Human Capital and Talent Management. The incumbent serves as an expert level position classification specialist assigned to provide operational position classification advisory and technical support to establish timely and accurate position descriptions for USAID bureau(s) and office(s). Works on assigned portfolio teams with colleague HR practitioners to develop accurate and technically compliant position descriptions for direct hire Foreign Service Limited (FSL) positions. Advises management on proper position classification, establishes and maintains accurate position description libraries for assigned organization components, participates in special position classification studies, conducts desk audits, and position reviews for office reorganizations.

Essential Functions and Responsibilities
The incumbent classifies a wide variety of positions using internal HCTM FSL position classification standards. Work involves writing position evaluation statements, completing OF-8 forms and building positions accurately in an automated position classification/staffing system. The incumbent provides expert and authoritative advice on difficult and complex classification issues and decisions with implications in major agency programs.


Collaborates with senior specialists throughout USAID to ensure that the application of position classification standards is accurate and consistent. Compares positions to other like positions and to classification standards to ensure consistency in establishing compensation levels across a variety of employment programs. Shares analyses and determinations with peers; incorporates best practices and lessons learned into the standard work practices of USAID classification program. Provides agency managers with definitive interpretations of USAID's classification, compensation, wage administration, and position management procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of Human Resources policy. Issues guidance to clarify issues, resolve conflicting guidance, and/or to alleviate other potential or existing problems, such as those pertaining to competitive levels, bargaining unit status, and Fair Labor Standards Act determinations.


Serves as the agency technical expert to develop accurate and current position descriptions for assigned bureaus and offices. Acts as a consultant on program activities and objectives, priorities, identification of needs, resolution of problem areas, and other matters to assure classification accuracy, adherence to position management principles, and pay equity. Plans, coordinates, and conducts special studies on position classification matters. Classifies a wide variety of positions in various occupations for use in on boarding best in class talent at USAID.


The incumbent also evaluates and ranks how closely each proposed FSL candidate's background matches with the job qualifications and requirements, including their work experience, accomplishments, education, training, and overall qualifications. The incumbent prepares minimum qualifications letters for each FSL candidate.


Performs other duties as assigned.
