Job Description


The Carlsbad Field Office (CBFO) Technical Assistance Contract (CTAC), requires an expert level technical professional in the area of Real Time Radiography, Visual Examination, Non-destructive Assay, Acceptable Knowledge, Dose-to-Curie, Flammable Gas Analysis, Gas Generation Testing, or any combination thereof to assist with planning, performance, and reporting assessment activities to be performed on behalf of the CBFO Quality Assurance at TRU waste generator sites, or at the Waste Isolation Pilot Plan (WIPP), as needed.



  • In addition to the duties listed above, obtain certification as a Technical Expert in accordance with CBFO OP 10.1 Qualification of Audit Personnel and Certification of Lead Auditors and Technical Specialists.

  • Conduct formal audits, surveillances, and program document reviews for both the DOE CBFO and other WIPP participant organizations.

  • Prepare and issue draft written assessment summaries and results to Lead Auditors.

  • Assist with assessment follow-up activities including corrective action plan and corrective action completion evaluations.

  • Maintain familiarity with applicable government and regulatory requirements governing WIPP activities.


  • Establish and maintain a working relationship with the client, regulatory authorities, and WIPP participant organization personnel.

  • Adhere to DOE CBFO and North Wind/Portage Inc. policies and procedures.

  • Available to support travel, as needed, up to 25% of time.

  • Review documents and procedures and provide comments based on perspective area of expertise.

  • Provide input to assessment plan documents.

  • Draft assessment summaries.

  • Complete Document Review Reports (DRRs) documenting comments for the document review/revision process


Qualifications




    • Twenty years of directly relevant and applicable experience OR a Bachelor degree and ten years of relevant experience OR a Master's degree and five years of relevant experience in the specific discipline or subject matter area required by the project.

    • Basic knowledge of ASME NQA-1, 10 CFR 830.120, 10 CFR 835, DOE Order 414.1 and other nationally recognized quality standards preferred.

    • Compliance to these standards is required by the WIPP Land Withdrawal Act (LWA) and the associated Code of Federal Regulations (CFR), 40 CFR Parts 191 and 194, and by the Hazardous Waste Facility Permit (HWFP) issued by the State of New Mexico.

    • Additionally, quality assurance assessment activities may be performed in relation to the following requirements documents:
      * 10 CFR Part 71
      * 10 CFR 830
      * 29 CFR
      * 30 CFR - MSHA
      * 36 CFR Part 1200
      * 40 CFR
      * DOE 414.1

    • Must be able to acquire a DOE HSPD Badge

    • Must be able to pass a pre-employment drug test and background check.
