Job Description:

Harmonized Tariff Schedule Classification Compliance:


  • Manages and accountable for the PPG North American import/export tariff classification process. This includes technical review of raw materials, products, equipment, samples, and prototypes and assigning correct classification for all international shipments and imports including urgent SBU requests requiring an immediate response.
  • Manages and accountable for the implementation and maintenance of the PPG USCA tariff classification process.
  • Auxiliary support for the PPG global tariff classification process.
  • Interprets complex, technical Customs regulations and understanding of PPG product technical components to ensure accurate classifications.
  • Interacts with global PPG Customer Service, Purchasing, Sales, Marketing, Finance, and R&D personnel for the purpose of gathering/ interpreting product descriptions, country of origin, and manufacturing costs. Interacts with Customs agents, suppliers, customs brokers, and customers to demonstrate or defend that classification assignment are accurate and explain how classifications were determined.
  • Manages 'classification inbox and daily classification reports from Oracle R12, SAP, or other systems. Supports classifications for Oracle R12 go-lives and other ERP system changes.

U.S. Trade Compliance and Global Cost Avoidance:

  • Qualify raw materials, goods, and sundries for NAFTA, and other cost avoidance for US and CA imports. Provide country of origin for goods for USCA exports. This activity is managed at the time that the goods are classified, or on-demand, and includes country of origin determination, review for FTA eligibility based on applicable tariff shift, or net cost analysis rules of origin requirements. Supports any transition from NAFTA to USMCA or other trade programs.
  • Accept PPG signatory power of attorney, determine eligibility, and provide Manufacturer's Affidavits or other documents for US Customs to support import duty cost avoidance for US goods returned and other like programs.

Additional Responsibilities:

  • Support PPG global harmonized tariff schedule classifications and import compliance.
  • Manage compliance with US Customs regulations to determine when imports are subject to Anti-Dumping / Countervailing Duties or other special duties.
  • Manage HTS and NAFTA database and maintain classifications current with US and CA harmonized tariff schedules.
  • Participate in annual Importer Self-Assessment (ISA) audit and other ISA activities as needed.
  • Provide support on import entry reviews and responses to queries from US Customs.
  • Auxiliary support for global import duty rates and landed cost study analysis for corporate raw materials and for PPG products in all business units.
  • Maintain clear and complete records of tariff assignment and rationale in compliance with Customs regulations.

Qualifications

  • B.S. degree in technical science, preferably in Chemistry, and 3-5 years of technical experience.
  • Incumbent must be able to understand and interpret government technical tariff classification regulations and utilize Chemistry knowledge to best match products to classification and NAFTA regulations.
  • Strong interpersonal and leadership skills are required for interaction on a global basis, with non-technical PPG personnel, Customs government agents, suppliers, customs brokers, and global SBU customers.
  • Must have the excellent organizational ability, effective writing, and strong computer skills (Excel, Access preferred).
  • Experience in SAP and Oracle R12 are a plus. Must have demonstrated excellent communication skills and be able to work effectively in a team environment and prioritize multiple tasks all requiring attention and same-day turnaround.
