Job Description:

Arcadis is seeking a Senior Program Manager with 10 years' experience in managing the construction phases of large buildings ($20M or more) and/or healthcare related projects.

As the Owner's Program Manager, Arcadis is working with the Owner to successfully deliver their $300M healthcare construction program in Sitka, Alaska, with anticipated completion in May 2024. The program will use CM/GC project delivery method for the construction of a new hospital, clinic, and administration buildings. This is a Part Time position (20-30 hours a month) until September 2021. It will become a Full Time position in October 2021. Relocation to Sitka, AK from December 2021 to August 2024 is required.

Position responsibilities include, but are not limited to:


  • Participate with the Arcadis team during the design phase until September 2021
  • Serve as the "on-site program manager", leading the local Arcadis program management/construction management team.
  • Lead and facilitate project team coordination meetings with Owner, Design Team, Contractor and Stakeholders.
  • Manage the program budget; track budget, spent to date, contingency, estimate to completion. Provide quarterly cash flow analysis updates to the Owner.
  • Manage the Project Schedule, review contractor submitted schedules, and review and provide feedback to the Owner on the reasonableness and general sufficiency of the Contractor's progress to meet the Contractor's schedules in relation to the Project Schedule. In the event of critical path schedule delays, make recommendations to Owner to require corrective action by the Contractor.
  • Manage the vendor-provided start-up, team training and implementation of the Project Management Information System.
  • Review and provide feedback to the Owner on the reasonableness and general sufficiency of the selected Contractor's proposed mobilization schedule, temporary Project facilities, equipment, materials and services during construction and the assignment of responsibilities relating to same.
  • Review and comment on the Safety Plan proposed by the Contractor.
  • Review the Contractor's site logistics plans, traffic flow diagrams and plans for the performance of the applicable Work.
  • Coordinate, review, and advise the Owner concerning change orders, submittals, and requests for information (RFI), in consultation with the Architect.
  • Assist and review the processing of change orders. Review, draft and negotiate change order scope and fees. Maintain a detailed log of potential changes. Monitor time and material issues, changes.
  • Coordinate with Arcadis' on-site construction manager to provide on-site construction management and monitoring for the Owner; provide quality assurance/spot checks of Contractor's work; develop monthly construction progress reports, daily logs.
  • Monitor and report on the Contractor's compliance with its contract with the Owner including any applicable Project financing requirements.
  • Monitor an approved submittal schedule developed by the Contractor.
  • Coordinate Commissioning Agent trips/visits with A/E team and Contractor.
  • Review test reports and inspections and notify the Owner, the Architect and the Contractor of any deficiencies in the Work of which the Owner's Representative becomes aware.
  • Oversee program close-out documentation and administration.
  • Other program management responsibilities common to the delivery of projects of similar scope and scale.

Required Qualifications:


  • Minimum of 10 years' experience as a Construction Project Manager managing commercial or healthcare vertical construction projects.

Preferred Qualifications:


  • Previous healthcare construction management experience
  • Alaska construction project experience
  • Experience with alternative project delivery methods (CM/GC or Design-Build) preferred
  • Bachelor's degree in Engineering or Architecture
  • PMP, CHC, DBIA or similar certification
