DESCRIPTION
As an integral part of our Cost Management team, the Senior Cost Engineer/Scheduler position supports our cost engineering and cost estimating teams at client sites. In addition to providing cost, scheduling, analysis and consulting services, the ideal candidate will have experience in cost engineering survives as part of a Project Management Organization. In this role you will work with others on the Project team to support technical deliverables, client relationship management, business development, and related consulting services. Prior experience with the U.S. Department of Energy (DOE) is a huge plus. Michael Baker is looking for professionals to expand our estimating team supporting with the U.S. Department of Energy (DOE). Responsibilities include providing analytical analysis of earned value management system (EVMS) metrics, and/or developing independent government cost estimates (IGCEs) and provide technical analysis of cost proposals. The position is based in Los Alamos, New Mexico. Other skills a successful candidate will possess include:

  • Experience in Project Management providing leadership and management of project teams.

  • Experience providing cost engineering, project controls, risk management, and related services, plus business background in the federal sector.

  • Senior level experience in Cost Engineering, Risk Management, Planning and Scheduling, Project Controls, Analytics and Cost Management Consulting.

  • Provide development of technical work products with cost estimates, schedules, and baselines.

  • Establish and maintain client relationships.

  • Provide status reports and operational briefs to clients and CM leadership.

  • Coordinate and direct projects, evaluate and oversee resources.

  • Perform administrative functions such as employee management, performance reviews, approving expenditures, enforcing rules, and making procurement decisions.

  • Assemble historical cost reference documents.

  • Develop Independent Government Cost Estimates (IGCEs).

  • Develop government furnished costs and quantities.

  • Facilitate internal and external reviews.

  • Constructability Analysis.

  • Creation and development of technical work products (cost performance reports, estimates and related products).

  • Establish and maintain client relationships.

  • Natural abilities to integrate seamlessly and productively with the federal staff to maximize awareness of project needs, functional roles, and personnel preferences while minimizing turnaround time of requested products and services.

  • Excellent communication and interface skills; ability to elicit information and utilize in development of products and provision of support.

  • Perform takeoffs, apply unit rates for labor, material, subcontracts and other direct costs, apply labor resources and develop activities within the estimate that relate to scope of work that adequately describes all costs associated with the scope.

  • Lead estimate development efforts individually and as lead estimator on assigned IGCEs and interface directly with senior management to develop strategies, detailed plans, and supporting documentation for IGCEs.

  • Develop and apply overheads, payroll taxes and general requirements to project IGCEs.

    QUALIFICATIONS AND EDUCATION REQUIREMENTS


  • Bachelor's degree in Construction Management, Architecture, Engineering or related fields

  • Client management experience

  • Demonstrated knowledge of cost estimating principals and procedures, construction methods, and related industry experience

  • Demonstrated knowledge of design techniques, tools, and principals involved in understanding and use of precision technical plans, blueprints, drawings, and models.

  • A minimum of 15 years' experience in the A/E and construction industry

  • 10 years' experience with U.S. Government clients such as USACE, NAVFAC, DOE/NNSA, DOS and DHS. Preferably in a project leadership role.

  • Active Certification(s) from AACE International (CCP), PMI, CMAA or similar organizations are preferred but not required.

  • Experience in Baseline Development and Work Breakdown Structures.

  • Software experience in the following:, P6, Crystal MII, Sage Timberline, SUCCESS Ball, MS Project, MS Office.

  • Secret Security clearance and/or the ability to obtain and maintain one.

  • You must have United States citizenship to be eligible for this position.

  • Project Management Professional, Certified Cost Professional, or other recognized professional certification.

    OTHER DESIRED QUALIFICATIONS


  • Existing contacts within U.S. Federal Government based A/E/C community. Preferably with the DOE/NNSA.

  • Certification(s) or the ability to obtain one from AACE International, PMI, CMAA or similar organizations

  • Exceptional knowledge of Microsoft Excel and high-end Excel features, including functions and pivot tables.

  • Proficiency with Microsoft Word, PowerPoint, Access, and Outlook.

  • Exclusive writing skills and ability to describe crucial project issues, actions, status, and recommended solutions that produce clear direction for the DOE to make informed and timely decisions.

  • Familiar with MII cost estimating software; formal training may be required and provided.

  • Strong initiative and innovation regarding the identification, assessment and reporting of existing or emerging project baseline vulnerabilities.

  • Natural abilities to integrate seamlessly and productively with the federal staff to maximize awareness of project needs, functional roles, and personnel preferences while minimizing turnaround time of requested products and services.

  • Excellent communication and interface skills; ability to elicit information and utilize in development of products and provision of support.
