AT&T has an opening for a Mobility Subject Matter Expert / Lead Engineer to support the growing interest and demands from our clients for Mobility, IoT, AI, Machine Learning, and other emerging technologies for enterprise use thru our GREENWAY contract and for application to their mission thru our other contract vehicles.

Description of Job Duties/Responsibilities:

Provide subject matter expertise on current and emerging Network, Mobile and Data Analytics to IT Service Delivery teams in AT&T National Security & Defense.  These teams deliver Enterprise IT services to Intelligence Community (IC) and Department of Defense (DoD) end-users.  This person advises the engineering staff of those teams on solutions and approaches to modernize the IT and plans and assists the roll-out of innovative technology to the IT infrastructure to meet future service demands.

This person is either a subject matter expert on current and emerging Network, Mobile and Data Analytic services, particularly those used by AT&T, or a subject matter expert on our client’s use of and interest in current and emerging Network, Mobile and Data Analytic services, or a subject matter expert on both.  This person applies that expertise to lead tasks that evolve client enterprise IT infrastructure, ensuring it can deliver robust, reliable, and responsive modern IT services.

This is a non-supervisory individual contributor job, leading tasks and mentoring other team members.

Responsibilities: The selected candidate will:

  • (20%) Track technologies and industry best practice used to deliver and manage IT Services; Evaluate vendor solutions and recommend implementations. 
  • (10%) Interact with clients to shape, understand and communicate back to AT&T the client's vision and requirements for IT Services that apply Network, Mobile and Data Analytic technology; Develop a rapport with Government IT and vendor Subject Matter Experts to understand requirements, hot button issues, concerns; 
  • (30%) Lead and participate in strategy sessions with our program management, Engineering, and Service Delivery  teams (Operations, Field Support Staff) on how to grow our clients’ use of AT&T-provided Network, Mobile and Data Analytic services;  Plan tech insertions to bring best practices and innovations from AT&T and industry into the enterprise; Integrate Network, Mobile and Data Analytic technology solutions and concepts into our Operations and Service Delivery teams;
  • (20%) Analyze metrics and metadata to determine IT infrastructure performance, and assist in the development of corrective action plans as needed to ensure IT services meet or exceed Service Level Agreements (SLAs);  Provide knowledge transfer (deliver training, author technical guides for field personnel, identify/describe gaps in our services) and propose ideas on how to grow AT&T business;
  • (10%) Advise Operations and Engineering teams on the configuration and management of assets, recommend lifecycle actions for existing platforms and processes. 
  • (10%) Consult with peer groups (other Service Managers) to clarify needs, communicate status, contribute to the overall successful operation of the enterprise IT.

Required Clearance: TS/SCI with full scope polygraph or a commitment and ability to get and maintain a TS SCI with full scope polygraph. (#clearable)

Required Qualifications: BS in an engineering discipline (Computer Science, Electrical Engineering, or similar);  20+ years’ experience in a technical or engineering role that includes at least 10 years designing, implementing, working on telecommunications security and/or information assurance solutions;  familiarity with the design and implementation of mobile platforms and mobile technologies and services such as GSM, GPRS, UMTS, HSPA, 3G, 4G and emerging 5G standards; Strong knowledge of network architecture and operational support of mobile network components including Packet Core, provisioning, billing, OSS systems as well as specific components such as HLR, GGSN, SMSC, and IMS.

Desired Qualifications: Advanced degrees in relevant engineering disciplines; Demonstrated experience and participation in activities to build and operate mobile testbeds and test ranges;  Participation in evaluating, commenting on, or drafting relevant industry standards along with extensive knowledge of vendor specific implementation or deviations from standards.
