American Water's Military Services Group (MSG) has been awarded a contract for ownership, operation and maintenance of the water and wastewater utility systems at Joint Base Lewis-McChord (JBLM) in Washington state. MSG provides water and wastewater services to military installations across the country as part of the federal government’s Utilities Privatization (UP) Program. Join our team by submitting an application for one of our many opportunities at JBLM!




Primary Role



Responsible for managing, auditing and ensuring compliance with all federal, state and local health and safety regulations and requirements (including the Occupational Safety and Health Administration (OSHA) and Department of Transportation (DOT), and ensuring that employees across all of MSG’s operating locations perform work in the safest manner possible.  Responsible for developing, managing and implementing health and safety programs for all facility operations and capital program activities, supporting systems and databases to reduce injury and illness frequency in accordance with established company strategy, goals, and targets. Responsible for working with local Environmental, Health and Safety (EH&S) Specialists and Managers at each operating location, providing teaching, coaching and direction to ensure safe operations and employee development.





Key Accountabilities



Training/Records Maintenance


  • Provide technical content as a subject matter expert for safety and health training programs.

  • Deliver health and safety training to employees on required topics.

  • Manage health and safety training records for various state operations.

  • Maintains records, supporting systems and associated metrics for safety performance and prepares periodic management reports and presentations as required by regulation or AW.

Program Review/Implementation


  • Directly perform health, safety and some environmental (i.e. Risk Management Plan (RMP), Spill Prevention Control and Countermeasures (SPCC) and Storm Water Pollution Prevention Plans (SWPPP)) duties that includes technical direction for various state-based safety staff. Implementation and execution of companywide safety programs, providing technical content for health and safety training, inspecting/auditing, ergonomic evaluations, development of safety awareness/recognition programs, behavior based safety programs and activities, safety practices and procedures, accident investigations with root cause analysis and corrective actions and maintenance of required recordkeeping systems.

  • Develops and manages OPEX and CAPEX budgets to support these programs.

Program Development/Management


  • Manage and/or develop the overall Health and Safety program for the Military Services Group.

  • Formulate safety and health work procedures in compliance with local, state, federal rules and regulations, and best practices.

  • Development and implementation of related policies and practices.




Key Accountabilities - Continued



Auditing/Inspecting/Analysis


  • Conduct hazard assessments through inspections, safety audits, and other recognized methods identify root causes and provide corrective or preventative measures, where indicated.

  • Perform and direct incident investigations and hazard identification and make recommendations on corrective or preventive measures, where appropriate.

  • Consult with all departments on design and use of equipment for incident prevention and safety.

  • Lead or assist in OSHA, Environmental Protection Agency (EPA) Risk Management Plan (RMP), or other regulatory inspections.




Knowledge/Skills




  • Knowledge of water/wastewater operations and water quality monitoring and quality assurance programs.

  • Knowledge of government regulations related to water quality and employee/community safety. Knowledge of current and emerging environmental issues.

  • Knowledge of environmental regulations impacting water resources and facility operations.

  • Knowledge of industry trade organizations to include participation in related activities aimed at improving water quality.

  • Knowledge of company goals and objectives.

  • Advanced knowledge to lead and motivate subordinate staff.

  • Ability to develop health and safety programs and systems and explain and teach such systems to others.  Ability to develop and describe a long-term vision for the company’s health and safety activities.

  • Ability to influence others and build relationships with employees across diverse geographic locations.

  • Proactively and effectively drive change at each facility to address emerging health and safety issues and promote continuous improvement.

  • Encourage the effective use of technology to improve safe operations and reduce health and safety exposures.

  • Institutionalize the concepts of continuous quality improvement activities, performance measures and benchmarking.

  • Can clearly articulate complex issues both verbally and in writing to technical and non-technical people.

  • Ability to plan and present health and safety training to employees.

  • Ability to interact with colleagues, direct reports, governmental agencies, consultants, contractors, and the general public on health and safety issues.

  • Computer literacy. Competent in the use of word processing and spreadsheet programs, and computerized maintenance management systems and computerized process control software.




Experience/Education




  • Minimum of 10 years’ applicable health and safety experience; experience in construction and/or utility operations is preferred.

  • Bachelor’s Degree in health and safety or related field.  Additional qualifying experience may be substituted for the degree on a year for year basis.

  • Must possess a valid state drivers license.




Travel Requirements




  • This position will require travel to various facilities and locations.

  • Up to 20% overnight travel may be required.
