North Wind Group, a CIRI Company, is seeking a full-time Proposal Manager to provide coordination of proposal efforts to various North Wind Group subsidiaries. North Wind is flexible on the work location for this position; consideration will be given to candidates in and around cities across the United States with close proximity to North Wind offices.


PURPOSE:


Coordinates the preparation and submittal of responses to Request for Proposals (RFPs) and a variety of market surveys [e.g., Requests for Information (RFI), Sources Sought (SS)] for a wide range of Government and private clients.


ESSENTIAL DUTIES & RESPONSIBILITIES:



  • Independently leads proposal team efforts in developing technical, management, past performance, key personnel, and price proposals.

  • Provides oversight of production staff, coordinates writing teams, and manages and incorporates teammate/subcontractor contributions.

  • Works under the guidance and direction of the Capture Manager and interfaces directly with business and technical teams in information gathering and documentation.

  • Responsible for preparation and submittal of responses that are compliant with solicitation instructions.

  • Analyzes a wide variety of solicitation types and develops outlines and compliance matrices to ensure both compliance and responsiveness to the client's issues and needs. Tracks the fulfillment of all requirements.

  • Allocates writing assignments, determines page allowances to meet page limitations (as applicable), and defines and implements proposal publication requirements.

  • Participates in the formulation and review of proposal win strategies/themes, discriminator development, and feature/benefit analysis.

  • Develops and maintains proposal schedules and tracks status.

  • Develops proposal format, file directories, and manages iterative versions of the proposal.

  • Prepares data calls for information needed from team members to fulfill solicitation requirements.

  • Oversees submission of questions regarding solicitation requirements to the potential client, assists in composing questions, and distributes answers to questions to the proposal team.

  • Responsible for checking for amendments to solicitations on a daily basis and distributing amendments and instructions to the proposal team.

  • Identifies reviewers for technical and price volumes, schedules interim and final reviews, incorporates comments, and tracks all actions through resolution.

  • Reviews written materials and graphics submitted by the proposal team and offers feedback including specific ideas and strategies to enhance proposal sections.

  • Responsible for proposal compliance analyses, production of proposal responses, proposal delivery, developing and implementing backup delivery plans, and tracking proposal delivery through verification of receipt.


QUALIFICATIONS:


KNOWLEDGE AND EXPERIENCE



  • Bachelors' degree in English, marketing, business, communications, or related field preferred, or equivalent combination of education, training, and experience.
  • A minimum of 5 years of experience with proposal development, management, and writing required.

  • Experience in federal procurement, federal contracting, and business development highly desirable.

  • Experience in commercial procurement and business development is also desirable.

  • Experience in the large-scale environmental, architect-engineering, or construction industry highly desirable.


SKILLS AND ABILITIES



  • Possess demonstrated ability to plan, motivate, lead proposal teams to deliver best-in-class proposals and win business within proposal schedule milestones.

  • Solid understanding and working knowledge of Government RFP sections C, L, M, and H.

  • Expertise in Microsoft Office Suite of Products (e.g., Word, Excel, PowerPoint). Experience and knowledge of Adobe Illustrator and other graphic programs considered highly favorable.

  • Requires strong interpersonal skills and the ability to develop, nurture, and build internal and external relationships with a wide variety of professionals to guide proposal teams towards successful, productive outcomes.

  • Must be detail-oriented and have excellent organizational skills with self-directed ability to prioritize workload and manage multiple projects and priorities.

  • Requires superior written communication skills, including thorough knowledge of proper grammar, advanced vocabulary, spelling, editing, and proofreading skills, with an emphasis on the presentation of complex technical material in a meaningful manner to the layperson.
  • Ability to make decisions, solve diverse problems, exercise good judgment, and work effectively under pressure.

  • Ability to work independently with minimal supervision, as well as part of a team.
