Job Summary

Blue Shield of California (BSC) is looking for a Consultant Program Manager for our Pharmacy Sales/Accounts & Market Experience Team.Reporting directly to the Senior Manager, Pharmacy Sales Strategy and Performance, the Consultant Program Manager may be based in our Oakland, Woodland Hills, Rancho Cordova offices, or may telecommute. Due to COVID-19 impact and current guidelines, the Consultant Program Manager will onboard and work remotely until Blue Shield resumes work in its office, no earlier than mid-2021.

The Consultant Program Manager will support the growth and retention of commercial group pharmacy sales by supporting strategic pharmacy sales, client customizations, and new program implementations for existing and prospective clients. The Consultant Program Manager will support sales request for proposal (RFP) opportunities, maintenance of RFP knowledgebase, sales operational maintenance, and strategic pharmacy initiatives that align to market needs. The Consultant Program Manager will collaborate closely with the Pharmacy Product and Market Experience teams on large group client strategy to market new products and services through cohesive campaigns and training.

Working knowledge in pharmacy benefit management sales with understanding of health plan and PBM operations required. Works independently and collaboratively with cross-functional teams with minimal oversight and direction from their manager. Possesses excellent presentation, verbal and written skills with ability to understand and convey complex ideas to audience with diverse backgrounds. Robust sense of ownership, accountability, and responsibility. Strong desire to optimize the individual member and client experience.



Responsibilities


  • The Consultant Program Manager will support the growth and retention of commercial group pharmacy sales by supporting sales strategy and operations including client transitions, data requests, and RFP completion. The Consultant Program Manager will support portfolio product launches in large group business processes, facilitate client implementations and transitions, help operational management of clients' contract management and performance.

  • Support execution on commercial pharmacy sales strategies that meet or exceed business targets, with an emphasis towards RFP completion and operational support.

  • Work cross-functionally to strategically assess and complete request for proposals (RFP) for pharmacy benefit management with coordination of pharmacy SMEs, business acquisition, underwriting, and sales teams.

  • Understand and be able to effectively communicate the primary services and functions of Blue Shield's pharmacy management to all stakeholders, including the value of Blue Shield pharmacy benefit management and its broader integration with medical benefit management.

  • Lead the update and maintenance of RFP knowledgebase and coordinate with Sales Enablement team on content and process review.

  • Support standard data requests and disruption analyses as required to support RFP requirements and pharmacy product adoption.

  • Monitor client performance of financial, service, and clinical guarantees as applicable including annual contract reconciliations, and provide client reporting and feedback to internal account management.

  • Support sales strategy planning and training for large group portfolio products and change management including but not limited to collaboration with Pharmacy Product and Market Experience teams to develop end to end tool kit and marketing collateral.

  • Support client implementations and transition needs including coordination with third party vendors and invoices as required.








Knowledge and Experience


  • Requires a BA/BS in business, marketing or related field and/or equivalent combination of education and minimum 7-years relevant experience.

  • Commercial group PBM sales experience, and experience in pharmacy sales/account management and operations in a health plan highly preferred.

  • Working knowledge of pharmacy benefit operations, contract management, and client implementation preferred.

  • Demonstrated ability to facilitate cross-functional sales, product, or operational teams. Experience in managing through conflict and demonstrates ability to influence peers to work collaboratively.

  • Excellent interpersonal, negotiation and communications (verbal, written & presentation) skills. Ability to adapt communication style to audience. Ability to influence key stakeholders, decision makers and peers.

  • Requires practical knowledge in leading and managing the execution of processes, projects, and tactics within an area.

  • Must function extremely well in a face-paced environment and adapt quickly to change. Ability to multitask with multiple deadlines and/or milestone requirements.

  • Strong analytical and quantitative skills with ability to use advance features of Excel, PowerPoint, and Word.

  • Adapts well to change, challenging situations and build trust with others.

  • Exhibits a "can do" attitude and solution-oriented approach to resolve challenges.

  • Able to work independently with minimum direction or supervision.

  • Must be able to travel (5%).
