The Process Transformation & Back Office Project Management Office (PMO) organization is seeking a dynamic Project Manager, Consultant for the portfolio to drive strategic and operational project initiatives and has demonstrated entrepreneurial, stakeholder management and keen leadership skills. The process transformation program is radically changing Blue Shield of California's business model. Transformation is bringing health care into the digital age and making it function like other parts of our lives. Process transformation initiatives are iterative, highly complex with people, process, and technology impacts and multiple root causes/driving factors. The IT organization is also moving from a project-based model to a product-based model.
This role acts as a project and program leader partnering with the business leadership and technical experts. Execution responsibility for full project lifecycle including planning, scope, schedule, resource management, financials, and program governance to ensure delivery within time, budget and resource targets. Single point of accountability for project success within an assigned program. Partners with multiple delivery teams to influence and improve project-based activities to achieve operational efficiencies. Applies Agile or Waterfall or hybrid methodologies as appropriate.
Provides direct oversight on project planning and execution, managing highly complex IT + Business initiatives typically $5M or larger. Manages projects from initiation through closing phases, interfacing with internal stakeholders, and affecting internal and external stakeholders. Tracks projects against major milestones and business targets including administrative benefits. Defines, implements, and facilitates change management. Actively manages project budgets including actuals reviews and monthly forecasting. Leads and facilitates executive and senior leadership meetings.
The Project Manager, Consultant may directly manage other project managers and scrum masters in the portfolio while overseeing a larger matrixed project team. Expected to recruit and staff the projects with internal and external resources. Monitors teamwork and completion progress. Performs supervisory management and learning development for staff.
Knowledge and Experience
Generally, requires Bachelor's degree or equivalent and 7 years of experience in the related area.
Master's degree preferred.
Project and program management with progressively increasing scope, schedule and budget accountability
Demonstrated leadership on large-scale enterprise-wide projects ($5M+ budgets) managing direct reports and matrixed / vendor resources
Managing cross-functional teams and implementing agile methodologies within an IT organization
Keen understanding of technology and how it fits within a business context
Experience in delivering digital platforms (web portals and mobile apps) and data platforms (data warehouses, analytics, data marts etc.)
Ability to interact with all levels including senior management and influence decision-making. Inter-personal and relationship-building skills are critical to success
Excellent communicator - oral, written and presentation
Entrepreneurial. Able to navigate fast-changing and ambiguous situations with different levels of stakeholders
Experience with waterfall, agile and hybrid software delivery methodologies
Proficiency with JIRA or similar epic, story, and defect tracking management systems
Proficiency in Microsoft Project, Planview, or similar project management tools
Proficiency in project financial management
Preferred: Knowledge of Blue Shield of California (BSC) or prior healthcare payer experience.
Scrum Master certification or Scrum Alliance Certified Scrum Professional (CSP) preferred.
Project Management Institute (PMI) Project Management Professional (PMP) strongly preferred.
