  • United States Army Futures Command (AFC) located at United States Army Aviation Center of Excellence (USAACE), Fort Rucker, Alabama Capability Development and Integration Directorate (CDID), in its mission to develop Army Aviation related required concepts and capabilities for current and future forces. This requirement focuses on support required to assist Aviation CDID in the conduct of capabilities development and integration of unmanned aircraft systems (UAS), manned Reconnaissance and Attack aircraft, manned Utility and Cargo aircraft.

  • Perform the integration and synchronization of the Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities and Policy (DOTMLPF-P) domains for Army UAS, Manned Reconnaissance/Attack aircraft, and Manned Utility/Cargo aircraft, Aviation weapons and munitions, starting 6 January 2021, Future Reconnaissance and Attack, Utility Aircraft starting 1 April 2021, utilizing the Department of Defense (DoD) Joint Capability Integration and Development System (JCIDS) requirements development processes and documentation.

DUTIES:


  • Prepare minutes and EXSUMs written at the field grade staff product level following Working Groups, meetings, and telephone conversations of substance (telecoms), visits or other significant program or capability events using Microsoft Office compatible software

  • Assist the Government to facilitate and conduct Stakeholder Meetings, Workgroups, and Teleconferences. This includes preparing workshop products and documentation using Microsoft Office compatible software, to include workshop agendas, content and supporting post-workshop analysis.

  • Conduct field grade staff level analysis of Army Aviation organizations in support of formation-based assessments, simulation activities, and annual capabilities needs assessments. Tailor methodology and conduct analysis to best examine Aviation tasks, conditions, standards, and gaps across select Aviation formations

  • Development and production, staffing, validation, and communication of all capabilities and requirements documents and supporting materials to include, but not limited to: write/support the writing of a substantial number of JCIDS, supporting, and new emerging requirements documents

  • Provide regular updates, research results and presentations in electronic formats using Microsoft Office compatible and Adobe software on applicable work effort programs to government Director-level supervisors. Analysis and briefings can range from full background updates to current status or activities which provide depth and meaning to Aviation capabilities and readiness in accordance with Doctrine, Organization, Training, Materiel, Leadership, Personnel, and Facilities, Policy (DOTMLPF-P)

BASIC QUALIFICATIONS:


  • Fifteen (15) years Army Aviation operational experience planning, training and executing Army Aviation Operations

  • Operational experience in tactical aviation formations

  • Planning, executing and facilitating DOTMLPF-P assessments and Joint Working Groups

  • Experience in modeling and simulation (M&S) efforts for vertical lift aircraft

  • Experience with JCIDS technical writing

  • Training Aviation formations through Division, Corps and Theater staff, in a high OPTEMPO, combat environment

DESIRED QUALIFICATIONS:


  • Command and General Staff College/ Intermediate-Level Education (CGSC/ILE) graduate

  • Army Aviation Company or higher command

  • Army Aviation BN S3 experience

  • Recent experience in conducting experiments, concept development and scenarios

  • Participating in source selection committees for Joint or Army Aviation systems and the capability development experience taking the system through testing and fielding

  • Operational deployment to a theater of operations

  • Participation in Army level wargames such as Unified Quest or Challenge, or similar wargame
CLEARANCE LEVEL:


  • Active Secret Security Clearance

WORK ENVIRONMENT AND PHYSICAL DEMANDS:


  • Primarily in an office environment.

  • Some travel is anticipated under this contract

  • Potential for partial telework under COVID, however must be local commuting area or willing to relocate.
