Job Description

Cognosante is seeking an AWS Cloud Service Owner (SO) for Department of Veterans Affairs (VA) Cloud Operations and Migration Services (COMS) contract. The SO will manage a team of 3-7 personnel and work directly with a variety of VA stakeholders. The SO will also provide support for the refinement of the VA Enterprise Cloud (VAEC) AWS government and commercial environments. The SO will also assist VA application teams with migrating VA applications to the AWS VAEC. The candidate will support our VA clients with their cloud migrations to enhance, optimize, and maintain their computing capabilities across their technical landscape. This includes interviewing clients to understand application and infrastructure current state, leading client working sessions to identify, categorize, prioritize and analyze data and information to work into cloud migration action plans, working with the larger project teams to migrate legacy applications to their cloud platform.

The AWS Cloud Service Owner must have an expert level of expertise with Amazon Web Services. The Cloud Service Owner should have excellent communication skills, the ability to understand business needs, and the ability to provide sound technical guidance.The SO will work with the CSP (Amazon), the VA, and other technical contracting teams to implement best practices for all cloud hosted and cloud architect projects.

Key responsibilities:


  • Anticipate program challenges and risk scenarios and prepare, lead, and execute proactive response strategies to ensure optimal results

  • Assist in development and delivery of internal and client-facing program reviews, status reports, performance reports and other communications

  • Assist with reports on cloud infrastructure assets and costs

  • Closely monitor and manage team members across the program to align with the staffing plans, schedule, and cost constraints and goals

  • Confer with client executive management to define the client's strategic business information technology goals and advises in the reengineering of business processes to meet those goals

  • Direct efforts around business and technical requirements analysis, business process modeling/mapping, methodology development, and process integration with security, architecture, budget and acquisitions

  • Ensure compliance with the standards and organization requirements relative to specific assignments

  • Execute analysis and evaluation of existing or proposed processes, applications, systems, or software

  • Interact daily with the cloud architects and assist in all aspects of the design of the automation workflows and blueprints underlying the services migration of systems to the AWS government and commercial clouds

  • Manage a team of individuals with a variety of AWS skillsets

  • Perform tasks requiring in-depth knowledge of business domain targeting process efficiency and improvement

  • Provide operations and migration services that enable VA to tailor the availability and delivery of cloud computing services based on business and technical requirements into the AWS government and commercial clouds

  • Provide strategic business consulting to the program

  • Provide support for operations and migration services that enable VA to tailor the availability and delivery of cloud computing services based on business and technical requirements

  • Responsible for working with users and customers to document and strategize for process improvements for current business processes

  • Support the development of program and project requirements and review requirements documents to ensure business, functional and technical requirements are complete and consistent with the contract

  • Work with VA personnel, third party providers (Amazon, for example) as well as other outside contractors and vendors

  • Working daily with VA stakeholders to understand and document their needs and requirements when it comes to migrating or utilizing the AWS cloud

Must Have Qualifications:


  • A minimum of 10 years of relevant work experience

  • Bachelor's degree in computer science, electronics engineering or other engineering or technical discipline is required (10 years of additional relevant experience may be substituted for education).

  • A Senior Cloud Analyst has experience implementing, migrating, managing, and operating systems/applications in an enterprise cloud computing environment

  • Subject matter expertise with ALL VAEC Cloud Service Providers which currently includes Microsoft Azure and Amazon Web Services (AWS)

  • Able to pass a background check to obtain a Public Trust (High-Risk) Position

  • Must be a U.S. citizen

Preferred Qualifications


  • A minimum of 4 years of extensive hands-on cloud experience with AWS

  • A solid understanding of cloud concepts, either using Azure or AWS semantics

  • Ability to communicate clearly with all levels in an organization

  • Ability to pass a background check to obtain a Public Trust (High-Risk) Position

  • Background that includes at least one core technology; Linux/Windows or database admin (for example), with exp. working application migrations

  • Creative, analytical, problem-solving, and trouble-shooting skills

  • Excellent written and verbal skills

  • Experience in acting as the liaison between clients and contractor technical teams, and in aligning the technical teams' priorities with the clients' needs and priorities

  • Experience writing technical documentation, especially in relation to cloud architecture

  • Extensive experience implementing, migrating, managing, and operating systems/applications in an enterprise cloud computing environment

  • Management experience with team of engineers

  • Must be capable of working closely with the project leadership and technical resources to understand issues and work toward resolution

  • One or more Amazon cloud certifications

  • Previous Federal Government experience

  • Strong ability to foster collaborative work in dynamic team environment

  • Strong management skills to select, develop, mentor, and motivate team members

  • Strong technical experiences working migrations or systems development as well as coordinating from a business perspective

  • Strong understanding of SDLC concepts, full lifecycle development for systems/applications
