Job Summary
We are currently seeking a Joint ISR Global Force Manager Analyst to support the development and staffing of the DoD's annual global ISR allocation plan and sourcing recommendations in response to emergent/short notice request for DoD ISR forces (RFFs) and ISR Integration. You will interact with the Combatant Commands, the Services, Joint Staff, Intelligence Community, and numerous other DoD and civilian agencies to respond to DoD tasking's and Request for Information (RFI) on ISR capabilities and processes. In addition, you must be fluent with intelligence and ISR planning support, ISR advocacy, crisis, contingency, and exercise planning support, and ISR systems support.
Specific Responsibilities
Support the development and staffing of the DoD's annual global ISR allocation plan and sourcing
recommendations in response to emergent/short notice request for DoD ISR forces (RFFs).
Interact with the Combatant Commands, the Services, Joint Staff, Intelligence Community, and numerous other DoD and civilian agencies to respond to DoD tasking's and Request for Information (RFI) on ISR capabilities and processes.
Support the quarterly Global Force Management Board (GFMB).
Support the Joint Planning and Execution Community (JPEC) development and review of deliberate (contingency) and combatant commander campaign plans.
Support the development and implementation of JISROC/J-32 campaign and campaign support planning processes.
Coordinate and evaluate ISR activities across all campaign plans. Identify risk, develop mitigation strategies, and develop recommendations for reprioritization and realignment.
Conduct Capability Development and Advocacy for new ISR capabilities. (CDRL A003, A005)
Support Senior Warfighter Forums (SWarFs). Support ISR SWarFs to include conference preparation, development of supporting materials, and preparations of briefings.
Joint Capabilities Integration Development System (JCIDS) Process Support. Support JISROC/J-32 responsibilities within JCIDS and related process.
Support for Portfolio Development Management. Support Battlespace Awareness portfolio management.
Special Programs Management. Support JISROC/J-32 management of special (scientific and technical collection) programs and the SRO process.
Support the SRO Book Process. Provide subject matter expertise in the form of coordination between Joint Reconnaissance Center (JRC) Operations and Intelligence staff members and the SRO Branch personnel to facilitate the SRO approval process. Specific functions include collection, organization, and reporting on the value of SRO missions conducted within their Geographic Combatant Commander's area of responsibility.
Attend special programs technical exchange meetings, as required, and serve as special programs platform/system subject matter experts for JISROC/J-32.
Provide theater and national expertise on global Research and Development (R&D) and Joint/Advanced Concept Technology Demonstration capabilities.
Support JISROC/J-32 crisis/contingency/exercise manning, planning/conferences, and execution.
Use modeling and simulation tools to validate processes and products, as required.
Support the development of ISR Tactics, Techniques, and Procedures (TTPs)
Use alternative work schedules to support contingencies within funded labor hours unless additional hours and funds are added to task order in subsequent modifications.
ISR Information Systems Support. Support JISROC/J-32 operations, testing, transition, and sustainment for current and future ISR information systems requiring integration into the DoD, IC, and ISR networks.
Provide a variety of information management services to global ISR management at JISROC/J-32. Support meetings, conferences, and interactions with other IC organizations and entities related to the operations and sustainment of concepts, processes, programs, and systems integrated under the JISROC/J-32's purview.
Assist with the development, maintenance, and distribution of ISR asset capabilities and missions in Government selected media/databases with Microsoft Access and Excel software.
Experience and Education
At least nine (9) years of relevant experience.
Written and oral communications skills in developing and presenting complex written products and oral briefings for and to senior leaders.
Proficient in Microsoft Office Products
Physical Requirements and Work Environment
Normal office environment.
Travel
Local travel within the National Capital Region up to 10%.
