Buyer position under the supervision of the Supply Chain Manager. Primary duties include procurement of selected commodities and services. Secondary responsibilities include Trade Compliance and maintenance of Palomar's Approved Supplier List (ASL)
Primary Responsibilities
Coordinates all activities related to procurement of a commodity from bidding to purchase through delivery.
Analyzes commodity requirements, including preliminary specifications, preferred supplier and date commodity is needed.
Solicits and evaluates quotes for requested commodity.
Advises Supply Chain Manager on appropriate supplier to be used.
Negotiates the lowest possible cost for the commodity balanced against the optimum quality and schedule needs.
Uses Purchase Price Variance (PPV) methodology to evaluate current against historical buys.
Implements purchase contracts that comply with company policy, trade compliance and government regulations.
Assures 99% on time delivery, at negotiated price that meets QA standards and specifications.
Maintains timely control of orders, amendments, shipping notices and other documents to assure accurate retention of records.
Plans and monitors flow of material from receipt through manufacturing process.
Provides order administration with status and delivery information.
Identifies and removes obstacles that hinder schedule performance.
Ensures integrity of SyteLine database. Monitors New Item Master creations.
Implements supply and demand changes, incorporates engineering changes in a timely fashion.
Researches supplier performance, provides input to monthly and quarterly Supplier Scorecard process.
Supports various aspect of Trade Compliance (ITAR, DDTC, OCR, TDD)

Qualifications
Mid-level Excel skills (Pivot, VLook-Up)
Concise written and oral communication skills
Self- starter able to learn quickly
Detail oriented, proven capabilities in handling multiple priorities
ERP system experience
Strong organizational skills in support of audit-trail requirements
Sound judgment and analytical abilities
College degree or equivalent desired
3-5 years' buying/planning experience preferred
Exposure to Electronic Manufacturing Service industry a plus
Basic understanding of service contracts (MRO)
