Job Description:

• Provides leadership and innovation for all activities required to create, operationalize and support business applications emanating from the cloud data warehouse including:

– Request services SLAs
– Request operations
– Request prioritization
– Work flow and load balancing
– Performance management for all staff
– Quality assurance of final products

Oversee operations of cloud warehouse applications, crafting overall strategy to meet customer needs and managing Analytics and Reporting resources to deliver on SLAs. Owns metrics around Analytics and Reporting utilization and customer satisfaction.

Includes Analytics and Production areas, as well as self-service tool deployment and customer support on tool usage

Manage all incoming requests for business applications and usage of the cloud data warehouse.

Develop predictive models utilizing the existing data and the latest cloud platform tools.  This includes the Optum suite of tools that have become standard in the industry.

Manage the responsibilities within the Analytics and Production areas, including staffing plans, succession plans, talent assessments, cross training programs, and staff re-deployment opportunities to limit single-threaded activities/roles

Responsible for talent placement, including recruitment of outside new hires

Responsible for establishing which tasks will be outsourced

Responsible for coordinating and delivering to business units, including providing quality audits Responsible for optimizing workload (e.g., move frequent reports or analyses to scheduled production)

Responsible for measuring, categorizing, segmenting and/or stratifying analytic and reporting work requests, including and especially for financial reconciliation, account reporting and cost of care initiatives.

Sets overarching priorities that guide prioritization of incoming requests to the cloud edw platform

Works with the other IT&D leaders improvements to processes or changes in resources to meet customer needs (e.g., automation or self-service enhancements)

Oversees execution of defined Performance Management Processes for Analytics and Production staff

Knowledge:

Minimum 20 years of experience in health insurance, data warehouse and analytics. Demonstrated project management skills for major development projects; successful execution of multiple large projects Track record of establishing and maintaining customer relationships and building consensus at the executive level 15+ years demonstrated management experience (with a minimum of 3 direct reports) Knowledge of standards and policies and familiarity with business practices and procedures for multiple departments/systems, especially those related to claims administration, clinical support, account administration, customer service, marketing and corporate performance.  Also includes an understanding of external processing systems and the corresponding business practices and inter-relationships with other Plans. Experience with health care groupers and predicative models. Experience with Optum suite of tools. Knowledge of data warehouse philosophies, ETL, ELT and SQL. Ability to analyze problems and issues, determine impact, and develop business solutions for system changes involving multiple automated systems.  Ability to act as a liaison and recommend solutions to a variety of departments, as well as other Plans and other external business partners. Skill in developing delivery teams. Shown ability to innovate
