Under the direction of the Chief Information Office (CIO) &/or Assistant Chief Information Officers (ACIO), within the Ohio Department of Public Safety (ODPS), Information Technology Office (ITO), instruct & advise IT development teams to improve the overall quality, consistency & efficiency of our systems; provide necessary technical leadership across all of the development groups & related teams in delivering the best solutions to the many complex & difficult technical issues; share in the role with lead technical architect of providing technical innovation & guidance in the establishment of system architecture & more resilient security standards for the agency; lead & teach development staff to follow & use the best practices & standards of development as defined by the ITO leadership team; deliver more effective & efficient systems in a shorter turnaround time through the use of common software & services; evaluate application, architecture & technology trends, focusing on the agencies tactical & strategic technological planning process; work closely with ODPS business area administrators to analyze & reengineer the Departments business processes using the latest proven advancements; participate, advise, develop, document & collaborate with the agencies IT professionals on IT solution architecture application standards; research & write technical position papers, & provide relevant presentations to the CIO, ACIOs, Chiefs, & IT professional staff on the analysis & planning of information systems.
Provide leadership & guidance to the information technology solution development teams, relationship managers & project managers (e.g., determine which reusable assets are available & establish standards for use; identify & define which development methods & tools should be used; evaluate & coordinate which target platforms & development languages should be utilized); Recommend & oversee the application migration process from environment to environment (Development, Test, QA, Prod, etc. ); Contribute & implement ODPS Information Technology Office (ITO) integration points & design guiding principles to execute accordingly; Provide technical expertise, solution reviews, & general troubleshooting regarding pending project business cases, particularly in the area of alternative solutions; Provide recommendations on the most recent secure coding practices; Establish criteria for code reviews & train developers & technical team leads; Assist in the interview process of both internal & external development resources; Identify deficiencies with information systems & recommend &/or implements design changes as appropriate (e.g., make recommendations as to how to improve performance & reduce risk of outside attack through secure coding practices; provide technical advice to users regarding cost, feasibility, &/or time for completion of projects; provide guidance on various applications & architecture monitoring tools which will assist the ITO & team members with monitoring system performance); Lead &/or assist ITO in conducting information security analyses in the investigation of crime & cyber security incidents (e.g., provide guidance on cybersecurity principles & practices; collaborate with IT teams to implement security controls).
Serve as a point of contact from the application architecture group for the most difficult & complex IT problems (e.g., coordinate efforts amongst the various technology stakeholders as needed to solve problems & implement solutions; provide leadership & direction to other IT professionals; research system anomalies & provide guidance to IT system administrator & chiefs; determine &/or update technical solution when appropriate to resolve critical issue or problem); Perform other duties as assigned by ODPS ITO Administrators & Chiefs (e.g., research & respond to inquiries, represent the department on committees, at seminars & meetings, etc.).
Completion of undergraduate core program coursework in information technology, electrical engineering or telecommunications; 5 yrs. exp. in information systems analysis, design & operations; 18 mos. exp. in project/program management; 2 courses or 6 mos. exp. in budgeting. -Or 12 mos. exp. as Information Technology Consultant 2, 64162. -Or equivalent of Minimum Class Qualifications for Employment noted above.
