Facilities Services supports the mission of the University of Chicago through efforts to maintain and enhance the University campus and environment and provide superior client service to our community including faculty, students, staff, neighbors, and visitors.


Job Summary

The job manages the creation and execution of purchase orders for the procurement of goods, services and supplies for customer-related business processes or for internal use. Works independently to negotiate favorable terms, volume discounts, and long-term contracts with suppliers.

Responsibilities


  • Provide leadership and support to the project staff in managing the successful delivery of diversity goals of capital construction projects through goal tracking, recovery plans, and outreach.

  • Work with project teams to strategize on how to utilize M/WBE businesses. Encourage project teams to take an active role in seeking out and utilizing M/WBE on projects.

  • Coordinate with project managers to ensure M/WBE's have maximum opportunities to bid on design and construction projects.

  • Implements the evaluation process which includes job audit procedures (i.e., job site visits) to ensure M/WBE and workforce participation in accordance to utilization plans.

  • Work with the Procurement team to stay informed on prequalification status, contracting and bonding concerns. Attend pre-bid and construction meetings with project teams to ensure that the diversity goals are communicated and implemented.

  • Partner with Procurement to prepare and maintain current and historical records on the utilization of diversity and/or local residents' participation within the trades on all projects.

  • Help create and manage recovery plans, if faced with M/WBE goal shortages.

  • Investigate instances and complaints of non-compliance, collaboratively resolve problems where appropriate and prepare referral materials for enforcement action when appropriate

  • Identify new relationships and build existing relationships with the M/WBE design and construction community to increase the pool of qualified M/WBE companies available for design and construction projects.

  • Develop and organize a trade partner programs. Attend and recruit employees to participate in industry outreach events.

  • Actively engage with local, community, federal, state, and city organizations that support and promote M/WBE construction programs.

  • Identify targeted opportunities for community partnerships and coordinate and promote employee engagement in those activities.

  • Stay informed of the economic impact, social issues and trends facing the University to assist in the development of a community plan.

  • Meet with relevant community organizations, minority and women contractors, and construction and design market participants to discuss M/WBE, workforce issues and problems associated with the project.

  • Diversify employee representation at M/WBE outreach events to expose more individuals to the community.

  • Build and maintain a collaborative relationship with contractors and consultants with an emphasis on delivering successful projects which includes meeting diversity goals.

  • Represent the University and its values to all project stakeholders, internal and external, including establishing and promoting a positive image of University within the community

  • Works independently with internal and external clients. Uses best practices and in-depth knowledge to review and monitors the goals and objectives of the to ensure the monthly, quarterly, and annual goals are achieved

  • Implements procedures to ensure that minority-owned business enterprises (MBEs), women-owned business enterprises (WBEs), and local residents are given maximum opportunities to compete for contracts and projects. Evaluates solicitations and coordinates with project managers to ensure that M/WBEs have maximum opportunities to bid on construction projects.

    Minimum Qualifications

    Education:

    Minimum requirements include a college or university degree in related field.

    Preferred Qualifications

    Education:

    • Bachelor's degree with concentration in Business Management, Urban Planning, or other relevant degree

    Experience:

    • At least five (5) years of experience in construction compliance, business processes, and vendor sourcing

    Preferred Competencies


    • Excellent problem-solving skills and conflict resolution skills.

    • Evidence of successful and effective customer service and vendor relations.

    • Knowledge of using management information systems effectively.

    • Proficiency with Windows-based computers, including common word processing and presentation software required.

    • Proficiency with Excel.

    • Knowledge of web-based construction compliance software, as well as project management systems.

    • Excellent oral and written communication skills.

    • Adherence to the highest levels of customer service, collaboration, efficiency and effectiveness, credibility, responsiveness, quality, accountability, and respect.

    • Demonstrated understanding of building design, construction, and trade fields.

    • Detailed knowledge of design, construction and contracting best practices.

    • Evidence of well-established relationships with the Chicago design and construction community.

    • Knowledge of Chicago-based firms, as well as Chicago local and hyper-local firms.

    • Knowledge of laws, rules, and regulations (i.e., SBA programs).

    Working Conditions and Physical Requirements


    • Travel to various project meetings on campus (i.e., pre-bid meetings, and site visits).

    • Keyboarding; bending; stooping to reach files; light lifting; standing.
