Responsibilities

Job Summary:

The Human Resource Manager will oversee Employee Relations, Leave of Absences, Job Accommodations, Workers Compensation and Return to Work program, as well as oversee the HR team leads who manage Recruiting, Benefits, and Payroll. Provides HR expertise on HR data and metrics, Compensation, Performance Management, Policies and HR projects.

Supervisory Responsibilities:


  • Oversees the daily workflow of the department.

  • Recruits, interviews, hires, and trains new staff in the HR department.

  • Serves as the back up to the Sr. HR Director and provides coverage for the HR Leads and others on the team.

  • Provides performance feedback and manages the performance evaluation process for assigned HR team members.

Job Duties/Responsibilities:

In collaboration with the Sr. Director of Human Resources:


  • Serves as a senior-level HR business partner to assigned clients handling all aspects of the HR function.

  • Manages all employment related matters, including investigations, performance counseling's, performance coaching's and all other disciplinary actions. Manages own cases for assigned client groups.

  • Advises and trains managers on best employee relations practices and strategies for managing leadership problems and employee grievances. Guides managers on proper documentation procedures for employee coaching, counseling, and other discipline. Oversees employee disciplinary meetings, terminations, and investigations; represents the organization in unemployment hearings and other legal matters.

  • Oversees the work of the HR Leads and their assigned client groups, providing senior-level expertise and oversight.

  • Oversees the HR Leads who manage the work of the individuals responsible for the following HR functions: Payroll, Benefits and Recruiting.

  • Oversees all leaves of absence, job accommodation and workers compensation cases. Manages own cases for assigned client groups.

  • Provides coaching, guidance and training to managers and employees on the agency's Pay for Performance program.

  • Partners with the leadership team to understand and execute the organization's human resource and talent strategy as it relates to current and future talent needs, recruiting, retention, and succession planning. Provides high-level oversight and recommendations for the talent acquisition program.

  • Assists with oversight of the agency's pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; monitoring pay actions; and recommending, planning, and implementing pay structure revisions.

  • Oversees and provides recommendations on the onboarding and offboarding programs for the agency; reviews exit survey data, analyzes trends, identifies improvement opportunities and shares results with respective leaders.

  • Providesguidance to employees and managers on the interpretation and application of organizational policies and procedures.

  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices and makes recommendations to maintain compliance and applies recommended changes to the Employee Handbook and other HR policies and procedures as needed.

  • Participates in the annual benefits review and provides recommendations on plan design, offerings, cost sharing and other items as appropriate; Oversees the annual benefit Open Enrollment project.

  • Ensures proper oversight of the agency's DMV Pull Program, including monitoring activity and following up on violations with employees and managers in accordance with policy guidelines.

  • Provides HR-related training as needed to leadership team and employees.

  • Maintains current knowledge and understanding of California and federal regulations, industry and regulatory trends, current practices, new developments and technologies and applicable laws regarding human resources.

  • Assists the team with the agency's Payroll function as needed.

  • Performs other duties as assigned.

Qualifications

Education and Experience:


  • Bachelor's degree in Human Resources, Business Administration, or related field, plus five (5) years of progressive HR experience or equivalent combination of education and experience.

  • A minimum of three years of management experience in Human Resources preferred.

  • SHRM-CP or SHRM-SCP highly desired.

  • Strong financial acumen and experience with budgets is preferred.

  • Proficient with Microsoft Office Suite or related software.

  • Proficiency with or the ability to quickly learn the organization's HRIS and talent management systems.
