The Center for Policing Research and Investigative Sciences is seeking a Research Public Health Analyst for our Investigative Sciences Program. The successful candidate will support training and technical assistance for projects related to sexual assault response reform and other violent cold case investigations. The primary function of the successful candidate will be to support the National Sexual Assault Kit Initiative Training and Technical Assistance (SAKI TTA) project which uses research-based methodologies and recommended practices to assist SAKI grantees nationwide with meeting their goals and objectives. The SAKI TTA cooperative agreement has a purpose area, with contractually-dedicated funding, to develop and deliver training and technical assistance to SAKI grantees related to investigations of violent cold case crimes, other than sexual assaults or sexually-motived homicides. This position will be responsible for helping SAKI sites develop strategic plans for testing evidence with advanced DNA testing techniques, developing TTA resources specific to cold case investigations, and helping SAKI grantees implement recommended practices into their SAKI and cold case investigation units' protocols and policies to ensure sustainability.

Duties to include, but not be limited to:


  • Responsible for the design, development, and delivery of TTA resources specific to SAKI TTA's other violent crime purpose area. Resources developed could include webinars, training presentations (virtual or in-person), technical assistance events (virtual or in-person), conference presentations (virtual or in-person), briefs, and technical documents.

  • Responsible for the provision of subject matter expertise related to cold case investigation strategies that incorporate the use of advanced DNA technologies (i.e., familial searching, FGGS, Y-STR surname searching, mitochondrial DNA testing, and sampling techniques).

  • Provide working knowledge of downstream impacts of advanced DNA testing on case resolutions.

  • Provide working knowledge of a multi-disciplinary response to violent cold case crimes, specifically other than sexual assaults.

  • Provide working knowledge of victim/family services and/or advocacy for cold case crimes, specifically other than sexual assaults.

  • Participate as a working group member to develop law enforcement-focused TTA resources related to cold case sexual assaults and other violent cold case crimes.

  • Responsible for the provision of subject matter expertise and guidance on advanced DNA testing plans, including the collaboration with SAKI site sub-awardees, DNA vendors, SAKI TTA leadership and the Bureau of Justice Assistance.

  • Assemble documentation submitted by SAKI sub-awardees for review and eventual client approval.

  • Respond to requests for technical assistance via telephone, email, and in writing to criminal justice professionals.

  • Exhibit personal leadership by communicating effectively inside and outside of the SAKI TTA team, developing oneself and other staff, thinking and acting strategically, demonstrating innovation on projects and daily work, and collaborating effectively with internal and external colleagues.

  • Work closely with a variety of staff and clients in various roles (e.g., project team member, project leader, client manager, support, etc.) that differ across projects.









Required Education and Experience


  • Bachelor's degree in Forensic Science, Criminal Justice or related field and 12 years' related experience; OR Master's degree in Forensic Science, Criminal Justice or related field and 8 years' related experience.

  • Specific past experience with criminal investigations and advanced forensic DNA

  • Experience with and/or knowledge of TTA or SAKI strong preferred
