OBJECTIVE:


The Supervisor II, YLYW assists the YLYW Manager in establishing and maintaining program development for all YLYW Program activities.  


Work Hours: M-F, 8:00 a.m. - 4:30 p.m.

QUALIFICATIONS:


Minimum Qualifications:  Bachelor Degree in Human Services or related field; will also consider 4+ years of relevant experience in place of a degree.


The incumbent must be personable and professional while maintaining sound working relationships with many diverse customers, clients, employees, referral sources and other colleagues in a culturally respectful and appropriate manner.  It is also preferred that the incumbent have an understanding of the needs and capabilities of TANF recipients, as well as knowledge of the culture of poverty and the Colorado Benefits Management System.  The YLYW Supervisor II must have the ability to work independently and cooperatively, and to exercise effective planning while working effectively with the pressure of deadlines. Maintain accurate records and demonstrate sound computer skills required. The YLYW Supervisor II must demonstrate initiative, self-motivation with demonstrated ability to stay focused and disciplined.  The incumbent must also demonstrate effective written and oral communication skills and have the ability to meet reporting deadlines. The YLYW Supervisor II must have experience speaking effectively to various small groups in a presenting/informative role.  Position requires sitting for extended periods and using a computer keyboard for a minimum of four hours each day. 


The incumbent will be expected to maintain confidentiality regarding agency and client records and information.


A valid Colorado driver’s license without a history of violations is also required.  Overtime and/or weekend hours may be required when necessary as well as some travel to attend meetings and required training.   


 


KEY RESPONSIBILITY AREAS:


YLYW Program Coordination


The YLYW Supervisor II will assist the YLYW Program Manager with program oversight for the YLYW Case Management Program. The YLYW Supervisor II will be proactive to assist the YLYW Program Manager in developing new and improved procedures and processes as needed to address changing regulations and guidelines, as well as to implement continuous quality improvements in all facets of programming.  


Staff Supervision and Development 


The YLYW Supervisor II is responsible for providing direct supervision to Team Leads. The YLYW Supervisor II will coordinate and monitor direct reports in all areas of the operation to ensure all workers are utilizing best practice models and that program recipients are receiving quality services. The incumbent is responsible for working through all personnel issues for direct reports including performance evaluations and will assist the YLYW Program Manager with interviewing, hiring and terminating staff directly and indirectly supervised.  


Tracking, Documenting and Reporting


The YLYW Supervisor II is responsible for monitoring performance reports received from Colorado State Department of Human Services (CDHS) to ensure full compliance. In addition, as a supervisor, the incumbent will monitor the work of the staff for accuracy and appropriateness, including IRC’s, computer entries, files and the Work Participation Rate report.  


Relationship Management


The YLYW Supervisor II is responsible for trouble-shooting client problems and complaints via the phone, in client meetings and/or with case managers in order to de-escalate situations.  In addition, the YLYW Supervisor II will take the lead role in providing support to direct reports with client problems or concerns.  The incumbent will communicate routinely and consistently with all CDC co-workers, supervisors, and Department of Human Services (DHS) staff, demonstrating a high level of customer service with all interactions. The YLYW Supervisor II will also maintain close contact with referral sources and other service providers. The incumbent will assist with special projects, serve on committees as needed, attend all pertinent staff and other meetings as required and perform other duties as required by the YLYW Program Manager.  


Research and Industry Involvement


The YLYW Supervisor II is required to research in order to keep skills and knowledge updated by reading trade journals, various appropriate Intranet and Internet sources as well as print media as needed to be aware of trends, theories or initiatives within Case Management, Colorado Works, Work Programs, CCCAP childcare system and other applicable programs and services. The incumbent will maintain a working and current knowledge of all laws, regulations, policies, directives, systems forms and available professional material pertaining to and applicable to this position.  The incumbent will seek out seminars and symposiums for ideas and stay current with trends in new software, tools and resources available.  The YLYW Supervisor II must also maintain a working and current knowledge of Goodwill of Colorado’s policies and procedures, as well as community resources, services available through the Business Center and all classes offered through CDC. 


 


Background Check Requirements


**Per the State regulation (6 CCR 1011-1 Chap 26) 6.3 Criminal history record checks:
(A) Effective June 1, 2015, the HCA shall require any individual seeking employment with the agency to submit to a criminal history record check to ascertain whether the individual seeking employment has been convicted of a felony or misdemeanor, which felony or misdemeanor involves conduct that the agency determines could pose a risk to the health, safety or welfare of home care consumers. CODE OF COLORADO REGULATIONS 6 CCR 1011-1 Chap 26 Health Facilities and Emergency Medical Services Division

(B) The criminal history record check shall, at a minimum, include a search of criminal history in the State of Colorado and be conducted not more than 90 days prior to employment of the individual.
(C) The cost of such inquiry shall be paid by either the home care agency
(D) In assessing whether to employ an applicant with a felony or misdemeanor conviction, the HCA shall consider the following factors:
(1) The history of convictions, pleas of guilty or no contest,
(2) The nature and seriousness of the crimes;
(3) The time that has elapsed since the conviction(s);
(4) Whether there are any mitigating circumstances; and
(5) The nature of the position for which the applicant would be employed.
(E) The HCA shall develop and implement policies and procedures regarding the employment of any individual who is convicted of a felony or misdemeanor to ensure that the individual does not pose a risk to the health, safety and welfare of the consumer.
