The PERSEC/Insiderthreat Specialist shall provide personnel security and insider threat support services. These services will be executed utilizing current DoD and Intelligence Community guidance and directives. The PERSEC/InT Analyst will provide comprehensive functional security support services, analyze security-related trends determining cause and effect, resolve security-related issues and discrepancies, develop and administer security-related policies and processes and execute Insider Threat management activities. Specific tasks shall include, but are not limited to, the following:
Assess all Policy personnel's security status to ensure compliance with DoD security guidance and directives while ensuring protection of classified information.
Conduct personnel security administration and processing on government and contractor personnel.
Assess and track pertinent personnel security information, identify qualifying security eligibility and clearance information, identify potential disqualifying information, clarify and summarize disqualifying information and forward complete personnel security package for eligibility and adjudicative decisions, as required.
Manage requirements for additional clarifying information, prepare notification, suspense actions, summarize information for government review and determination.
Prepare and maintain personnel security files in appropriate databases.
Prepare summary reports of outstanding personnel security transactions for resolution.
Interface with servicing Counter Intelligence organization to address potential or identified concerns.
Interface with Policy Insider Threat manager and PFPA Insider Threat hub to address, report and resolve potential and identified personnel security issues.
Develop and maintain personnel security inspection checklists IAW applicable DoD requirements.
Assess Policy personnel's risk factors and establish a risk profile based on provided or reported information.
Establish and maintain policies, procedures, processes and execution for Insider Threat risk management by:
Training and educating Policy personnel.
Developing reporting criteria.
Establishing a Senior Governance Forum.
Developing relationships with the PFPA Insider Threat Hub to conduct analysis of risk situations.
Utilizing risk management strategies to identify potential risks and provide recommendations on risk mitigation
Conduct assessments of program requirements, needs and effectiveness and provide a quarterly written report.
Position Requirements
Required Skills (Knowledge, Skills, Abilities)
Training from the Defense Security Service (DSS) Center for Development of Security Excellence (CDSE) within the past three years.
Minimum of 5 years combined OSD, Joint Staff, or Service level security experience
Demonstrated subject matter knowledge of DoD, Intelligence Community, and national-level personnel security policies and procedures
Demonstrated subject matter knowledge of the Department's personnel security functions to include personnel security responsibilities and investigation and adjudication policies is highly desired
Experience with handling classified correspondence, expert knowledge of Microsoft Office suite tools, knowledge of government and best business practices, and experience in writing, editing, and managing executive correspondence
Clearance
Minimum of TS/SCI

Bachelor's degree and minimum of 5 years' experience
