Job Description:

As the Financial Management (FM) Subject Matter Expert (SME), you play a key role in supporting the FM Product Manager (PMD) and working for the FM Course Management Director (CMD) with the execution of the FM domain portfolio strategy in support of both Product Management Division and corporate goals. You work with the FM PM Team on opportunities that involve new and existing clients, and when solutions require collaboration with internal teams such as Corporate Sales and Marketing, Business Development, Learning Development, Business Operations, and Consulting Services. 

Day-to-day, you provide domain SME to the FM PMD Team to shape learning and development solutions to meet client needs. The FM SME also works closely with Learning Development teams to ensure learning content is current to federal law, regulations, procedures, and policy.  With guidance from the FM CMD and FM PMD, you partner with Business Operations to support successful client engagements. Key to this role is a high level of federal budgeting, accounting, appropriation law, internal control/enterprise risk management or auditing (or combination) knowledge and research ability in order to design innovative approaches and offerings to advance the domain’s portfolio and meet diverse client needs.

 
DUTIES AND RESPONSIBILITIES:

1.    With support from the FM CMD, participates in the development of new or revised content to ensure alignment with the portfolio strategy, which includes:

a.    Serving as point-of-contact for Learning Development (LD) teams during content development projects, if requested.

b.    Liaising with Learning Technologies and/or Assessment Team when development projects require their assistance, if requested.

2.    Continually researches and identifies new regulations and policies and changes to regulations and policies affecting federal financial management and any other federal financial management related information that may impact FM courses.  Analyzes this information and determine impacts on specific courses. Communicates this information to the FM CMD, LD staff, and FM instructors.

3.    Analyzes feedback from students and instructors to determine when courses need to be refreshed.  Communicates analysis to FM CMD.   

4.    Provides day-to-day domain subject matter expertise to the FM CMD for the creation of client solutions that use the full range of existing and/or new content.  With guidance from the FM CMD,

a.    Provides day-to-day support for bid/no bid recommendations on FM-related opportunities.

b.    Responds to day-to-day sales support requests from Corporate Sales by providing solution guidance.

c.    Provides pricing estimates on proposed solutions to FM CMD for review and approval.

d.    Organizes and tracks all FM sales opportunities to inform domain portfolio strategy.

e.    Provides support as an FM technical expert for proposal responses coordinated by Business Development and Proposals Services, with support from FM CMD and/or other domain CMDs as needed.

5.    In collaboration with FM CMD, responds to instructor or student questions related to specific FM learning products or general knowledge.

6.    In collaboration with FM CMD, contributes to thought leadership efforts including blogs, white papers, and informational newsletters.

7.    In collaboration with FM CMD, support development of sales tools and collateral (often in partnership with Marketing) to improve the effectiveness of Corporate Sales.

8.    Captures market trends through research and client discussions to assist the FM CMD to:

a.    Identify new market possibilities and new products to serve existing markets.

b.    Provide insight into how the portfolio strategy is or is not meeting changing client needs for product content, type, and delivery modalities.

c.    Support the assessment of current product offerings and identify gaps between client needs and current products.

d.    Ensure products meet necessary external standards to maximize appeal to individual client/market segments (e.g., industry bodies of knowledge, when applicable).

9.    Works with the FM CMD to support domain marketing campaigns and corporate marketing activities.

10.    Participates in demos of FM instructors, as appropriate. 

11.    Performs other duties as assigned by FM CMD.

 

NECESSARY KNOWLEDGE, SKILLS, AND ABILITIES:

•    Subject matter expertise in federal financial management

•    Ability to diagnose and assess client needs and underlying issues to construct solutions that drive intended outcomes

•    Demonstrated ability to plan, prioritize, coordinate, and manage multiple projects

•    Ability to collect market insights and identify strategies to support new product ideas

•    Strong business acumen, strategic insight, and interpersonal savvy to work collaboratively across the company

•    Ability to leverage data as part of the decision-making process

•    Excellent writing, verbal and problem-solving skills

•    Strong customer focus and customer service mindset with strong ability to build, maintain, and nurture internal and external relationships

•    Ability to work in a team environment with minimum direct supervision

•    Interest in learning about evolving trends and challenges in federal financial management

 
EDUCATION AND EXPERIENCE REQUIRED:

•    Bachelor’s degree in relevant study area (accounting, business administration, public administration, etc.) required. Master’s degree preferred.

•    Current experience in federal financial management to include cradle to grave budgeting, accounting, or auditing required. Experience in more than one of these areas a plus. A master’s degree in a relevant field may be substituted for two years’ experience.

•    DOD FM Certification Level III, CPA, CMDFM, CGFM, CFE or CIA highly desired.  

•    Consultative sales experience preferred.

•    DoD Comptroller or deep understanding of federal government market strongly preferred.

•    Experience responding to and crafting government proposals/solicitations strongly preferred.
