Overview

The Senior Business and Regulatory Analyst performs a wide variety of analytical business, regulatory and ratemaking- related tasks that affect the operations of the Company. Develops and analyzes regulatory and financial models to support the Company's regulated utility business. Responsible for the independent management and delivery of regulatory projects, coordinating efforts across multiple business units. Anticipating consequences of actions, potential problems or opportunities for change and acts decisively in critical situations to circumvent potential problems. Assists with the development, interpretation and administration of regulatory matters and tariffs. This includes ensuring that the Regulatory Affairs department complies with regulatory requirements and filings.

Responsibilities

    Assists in the preparation of rate case proceedings, which may include investigating, gathering, organizing, compiling, analyzing, comparing and forecasting relevant data. May prepare or sponsor written testimony in PUC proceedings.
  1. Develops and utilizes forecasting models to project and evaluate the Company's performance according to varying assumptions and planning scenarios; prepares regular reports for internal use. Participates in planning and utilizes models as tools to provide senior management with assistance in determining the implications of various planning scenarios.

  2. Performs compliance reporting requirements to include the preparation of monthly, quarterly, and annual filings with the PUC, other governmental agencies, and trade or industrial associations.

  3. Assists in the administration of and provides technical advice and information to company, Public Utilities Commission and Consumer Advocate staff, as well as the general public, on regulatory and tariff matters, including rule interpretation, re-writing of rules when necessary and accurate and timely administration of tariff changes.

  4. Assists in or provides substantive direction for the development of Company's regulatory strategy and Company positions. Reviews written testimonies, exhibits, and work papers for significant investigations and other major PUC cases and recommends changes to be consistent with Company policy, PUC rules, laws and decisions, and other PUC decisions.

  5. Creates and sustains effective relationships with regulatory stakeholders including the Hawaii Public Utilities Commission and Division of Consumer Advocacy.

  6. Keeps abreast of new decisions and orders and other proceedings before the PUC that may impact the Company's utility operations.

  7. Communicates updated tariffs to billing department and verifies that the correct gas rates are input into customer billing systems.

  8. Provides training to company personnel regarding regulatory matters.

  9. Maintains assigned work area and equipment in a clean, orderly and safe condition; performs housekeeping duties as required. Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH & Straining on a current basis.

  10. Makes presentations both internally and to the community.

  11. Review press releases.

  12. Assist with regulatory compliance.

  13. Complies with all applicable MIC and Hawaii Gas policies and procedures.

  14. Performs other duties as assigned.

Qualifications

JOB QUALIFICATIONS:

Minimum Education & Work Experience:


  • Bachelor's degree in Accounting or Finance or equivalent combination of related work experience and education.

  • Five years of business analytical experience.

  • Thorough working knowledge of the principles of accounting and finance acquired through college level courses or related experience, regulatory principles and practice, particularly as it relates to Hawaii.

  • Technical expertise in creating/navigating spread sheets.

  • Working knowledge of economics, engineering, planning, regulatory law, and statistics.

  • Experienced with the Public Utilities Commission, the Division of Consumer Advocacy, Department of Business Economics Development and Tourism.

  • Proficient with Microsoft suite of tools (Excel, Word, Access, and Power Point); advanced spreadsheet skills essential; strong knowledge and understanding of accounting and other financial software programs and applications.

  • Ability to work outside of standard Monday-Friday office hours.

Preferred Education & Work Experience:


  • Master's Business Administration

  • Five years of regulatory experience

Working Conditions/Environment:
