Job Description:

 

Cloud Lake Technology, an Akima Company, is looking for a Senior Program Manager to lead a contract award supporting a mission-oriented, federal Humanitarian organization in National Capital Region. This individual will serve as the contract main point of contact to the Government stakeholders and an advisor on matters related to delivering Information Technology (IT) and Analytics-enabled capabilities to organizations and operational users. The responsibilities also include leading or supporting key initiatives to assist the client and/or Cloud Lake to identify opportunities and maximize value gained from Data & Analytics use. Ideal candidates must possess experience leading and facilitating enterprise strategy & roadmap development, capacity building,  technology adoption, and business transformation through effective organizational change management.

 

Responsibilities:


  • Serve as the primary point-of-contact for the client agency for all matters pertaining to the contract.  Must be readily accessible by the COR via telephone and email.  S/he will work closely with the COR to ensure the attainment of all contract goals and objectives, as well as successful implementation of day–to-day activities.

  • Serve as a technical SME and lead of Data & Analytics consulting workstream. More specifically, support its overall mission of providing self-service analytics provider and help drive user adoption across the agency.

  • Serve as a SME and facilitator of Working Groups consisting of technical, data analytics and digital transformation experts representing functions/offices supporting Global Health and international development project management.

  • Oversee planning, development, and execution of the enterprise Data & Analytics Strategy and roadmap that will enable successful integration of data analytics into the organization’s international development assistance workflows, and facilitate change management processes across the enterprise.

  • Develop/author, review, or contribute in studies, white papers, and other publications as needed.

  • Support his/her counterpart (IT Project Manager) with leading the IT workstream of the contract.

  • Manage and monitor the contract performance against time, budget, and performance standards using PMBOK methodology (or similar best practices).

  • Determine scope and develop integrated master schedule / timelines for the program and its portfolio of projects. For each, identify technical risks and provide mitigation strategies

  • Support the definition of project Business Cases (scope, goals, deliverables, costs, timescales, plans, dependencies, resource requirements and milestones).

  • Ensure pre-scope project plan is communicated to all project stakeholders together with their individual responsibilities.

  • Create and present briefings to discuss status, progress, new or changed requirements and technical, program, and scheduling problems which are critical to the accomplishment of project objectives.

  • Provide coordination of development, publication, review, and submission of major Project Management deliverables.

  • Prepare a variety of regular and one-time reports and complex studies for the organization, such as, review and analysis, historical information, point papers, and assessment of new/revised regulations and initiatives.

  • Develop partnerships with and maintain necessary requirements for certifications with our core Original Equipment Manufacturer (OEM) / Technology partners.

  • Maintain and foster meaningful relationships with employees, clients, and Government Stakeholders at all levels.

  • Support any high-level strategic direction data-call requests for performance measures, trending analysis, metrics, feasibility studies, and change requests serving program objectives. 

  • Coordinate regularly with industry, academia, and research and development leaders in government, as authorized and appropriate, to identify, analyze, and further near-term capabilities.

  • Make recommendation and assist in implementation of data governance practices, in data administration, in data integration, and in data modeling, including all phases from discovery through implementation, as applicable.

  • Lead the development / definition of a technology vision and solutions for projects or opportunities within the agency, including but are not limited to the solution architecture and roadmap and researching best practices and assessing solution options.

Minimum Qualifications:


  • Minimum of 7 years of experience (10 years without Master’s degree) and expertise managing projects regarding data analytics, including experience working with data analytics industry counterparts. Must have 5 years of project management experience in support of the federal government or international development programs.

  • Master’s degree (Can be substituted for 3 additional years of work experience) MA/MS/BA/BS in one or combination of the following disciplines: Computer Science; Data Science; Computer Science, Information Science, public health, or other relevant discipline; an advanced degree in Data & Analytics (preferably in public health domain) is strongly desired.

  • Experienced in managing budget/project financials and reporting. 

  • Strong management and relationship building skills.

  • Strong written and communications skills in the English language.

  • Experience with government or non-government organizations in managing international development assistance projects is preferred, but not required.

  • Excellent written and verbal communication skills (written and verbal) with experience briefing senior federal executives.

Desired Qualifications: 


  • Active DoD Secret clearance and an ability to obtain Top Secret
