Job Description Summary

Under policy direction of the Senior Executive Vice President Officer, plans, organizes, integrates, directs and evaluates the activities of the Credit Union’s Direct Credit Union’s Lending Division. This includes consumer lending, mortgage lending, business lending and related services, underwriting, and member solutions. As a senior executive, is directly involved in the development of the credit union strategic planning process. Oversees and directs planning and implementation of strategic plans; ensures that processes and procedures for business deposits and loan origination, analysis, underwriting and administration are developed and implemented efficiently and effectively; directs division business continuity planning to minimize risk.

This single-incumbent Executive Management position is responsible for managing the policy develop¬ment, program planning, fiscal management, administration and operation of the units under their direction. The incumbent is responsible for accomplishing RFCU’s strategic goals and objectives and for ensuring the credit union operates in an efficient, cost-effective and compliant manner.

Job Description

Maintains a professional image and demeanor at all times consistently demonstrating Credit Union RISE Values and adhering to the Code of Ethics.  Delivers friendly, caring service to internal and external members

Plans, organizes, evaluates and directs the work of the Lending Division; with sub­ordinate managers, establishes business, operational and member service plans and initia­tives to meet division objectives and Credit Union goals; utilizes division resources effectively and implements plans, programs, policies and work processes and procedures necessary to achieve required results; coor­dinates and integrates functions within the division and across the Credit Union.

Provides leadership and works with managers to develop and retain highly competent, member service oriented staff through training and manage­ment practices that support the Credit Union’s mission and strategic goals.

Establishes performance require­ments, business targets and personal development plans for staff; monitors and evaluates their performance; provides coaching and development opportunities, and finds ways to recognize performance; addresses performance deficiencies and takes disciplinary action if warranted, in accordance with Credit Union’s policies and procedures.

Participates in the development of the division’s annual budget; oversees implementation of the approved budget and monitors performance versus the budget throughout the fiscal year.

Participates in the development and implementation of strategic business plans and goals; leads and directs division staff in the develop­ment and application of new processes, services and technologies to achieve higher efficiency, productivity and member service.

Provides expert guidance to Credit Union management and other divisions regarding consumer and business lending / retail, including but not limited to; asset development and maintenance, market share growth and product development.

Finds ways to continually improve the efficiency of the Lending Division processes;  develops and implements effective branch processes, procedures and workflows to increase efficiency and effectiveness of member service delivery; evaluates departments needs and determines resources needed for operations including staffing, training, technology and physical design;

Evaluates new products and services in order to increase market share, improve member service and meet income objectives; ensures communication to frontline employees and to Executive Management regarding member needs and services.

Maintains current knowledge of and ensures compliance with regulatory requirements and Credit Union policies and procedures; ensures that uniform operating procedures are developed based on the level of risk for all areas of responsibility; monitors trends in order to reduce loss.

Develops teamwork and collaborative relationships within the organization.

Promotes the Credit Union by participating in community involvement and special events.

Adheres to all security procedures and maintains strict confidentiality of all member information.

Completes training and self-study to achieve and maintain required knowledge of Credit Union products, services and overall operations.

Completes required on-line regulatory and compliance training, on a semi-annual basis, including but not limited to; Bank Secrecy Act, Anti-Money Laundering and USA Patriot Act.

Works scheduled hours and maintains punctuality.

Performs other related duties as assigned or requested.

MINIMUM QUALIFICATIONS

To perform this job satisfactorily, an employee must be able to carry out each essential duty competently.

The requirements listed below are representative of the education, experience, skills and abilities required.

EDUCATION / EXPERIENCE

Bachelor’s degree in Finance, Business Administration or a related discipline

Eight years of progressively responsible experience in lending or loan operations in the financial industry with at least four in a management position

SKILLS / ABILITIES

Ensure all internal and external customer service practices and processes are carried out and meet quality service standards and achieve member satisfaction.

Learn and apply information, on a wide range of Credit Union products, services and regulatory compliance requirements, in order to assess member situations and develop solutions.

Plan, organize, integrate and direct the activities of the division.

Provide guidance in the resolution of complex problems utilizing advanced knowledge and experience within areas of responsibility.

Interpret and apply all applicable State, Federal and NCUA laws and regulations regarding Credit Union operations.

Research, analyze and make recommendations on complex and high level operational, compliance and business activities.

Represent the Credit Union effectively in negotiations and other dealings on a variety of complex, sensitive and confidential issues.

Present information, proposals and recommendations logically and persuasively in Board or committee meetings and public forums.

Lead and model RISE values and Code of Ethics through daily interactions and conduct.

Promote and foster excellent member service and teamwork throughout division.

Communicate in a professional manner and deliver information clearly and effectively to staff.  Actively listen to questions, opinions and ideas of others.  Use tact and diplomacy in sensitive and confidential situations.

Use correct English including spelling, grammar and punctuation.

Operate computers and use business software and other standard office equipment.

Understand and follow written and oral instructions.
