Primary Role



Supports the Division/Region Director of Business Development in pursuit of new business opportunities. This role is responsible for ensuring effective financial analysis of Midwest Division growth opportunities, and will manage acquisition pursuit activities from inception through contract execution.  This role will also perform additional duties as requested or required to support the Business Development activities of the company. 





Key Accountabilities




  • Completes acquisition financial analysis, including coordination with finance, accounting, legal, and tax resources to develops financial models that provide vital information about new business opportunities to ensure that risk factors, ROI and timing factors are considered and ensures financial metrics conform with corporate guidance. 

  • Perform moderately complex financial forecasting, financial modeling and trend analysis.

  • Leads and coordinates assigned bid development activities with other departments including operations, engineering, legal, rates, finance, external affairs, environmental compliance, safety, security and others to assure adequate due diligence has been conducted to populate the financial model.  Prepare business case for decision makers to ensure there is a complete understanding of the opportunity including condition, compliance, financials, risks and the local and political climate surrounding the opportunity.

  • Work with the BD proposal manager and/or Communications Specialist to develop compelling and compliant bid/proposal response and ensure that proposal submissions are compliant with the applicable instructions as well as department & corporate policy; produce and perform rigorous quality assurance on both draft and final products; facilitate formal and informal proposal reviews and ensure bid/proposal submissions are delivered on time.

  • Support other business development, operational, and corporate initiatives such as creating white papers, participating in strategy and information sessions, competitor tracking,  bid development and project management, developing presentation materials, providing writing and editing support to client-facing corporate members, conducting business development training sessions for key stakeholders and mentoring junior staff.

  • Liase with leadership and stakeholders where necessary, to keep abreast of developments and to facilitate effective coordination.

  • Other duties as assigned.




Knowledge/Skills




  • Excellent computer skills; Intermediate level skills in Microsoft Office, SAP.

  • Project management skills

  • Excellent collaboration and communication abilities

  • Strong presentation skills

  • Working knowledge of:

    • Economic principles relating to utility rates and cost analysis.

    • Fundamental accounting concepts and understanding of analytical concepts for financial analysis as well as US GAAP accounting practices.

    • Methodologies and practices of data collection, research methodologies and of statistical and cost analysis.

    • Business report writing, preparation and delivery of presentations including oral testimony.

    • Audit, review and analyze business and financial records.

    • Execution and analysis using company business technologies and computer simulation programs.

    • Microsoft Office Suite (MS Word, PowerPoint,Excel) with particular expertise in Microsoft Excel (advanced).

    • Must have the ability to review data and make appropriate decisions regarding public utility operations and to project future costs.






Experience/Education




  • Undergraduate degree required in Engineering, Economics, Finance, Accounting or an equivalent combination of education and experience, or equivalent combination of undergraduate education and work experience that provides the knowledge and exposure to the financial analysis of utility rates, expenses, revenues and services and exposure to the fundamental theories, principles and concepts of the field; as well as technical knowledge of water and wastewater systems operations. 

  • Regulated utility experience is heavily preferred. 

  • Financial or engineering modeling experience is preferred.

  • 5 - 10 years of business development, project management or consulting experience

  • Minimum of 5 years of experience in business development, acquisitions, project management or utility management

  • Utility experience strongly preferred with water and/or waste water experience a plus
