Major Duties and Responsibilities:

Under direction, independently completes research projects and evaluates research methods and sampling procedures for the federally mandated Local Area Unemployment Statistics (LAUS) program: ensures US Department of Labor (DOL) Bureau of Labor Statistics (BLS) and LAUS contract deliverables are met according to DOL BLS federal-state cooperative agreement and memoranda; applies proper methods of research in working with the LAUS program information (e.g., editing; reviewing; analyzing; reporting); updates and maintains the Program to Measure Insured Unemployed Statistics (PROMIS) and other related computer software; creates monthly and annual data for the LAUS program (e.g., monthly and annual claims and employment inputs; questionable data edits; data downloads); applies private covered employment statistics for single cities, counties and/or metropolitan areas; receives and edits out-of-state data to compile inputs for metropolitan statistical and multi-county labor market areas; analyzes DOL BLS handbook worksheet for validity and reliability; analyzes edit failures and researches responses; provides assistance and responds to inquiries on LAUS methodology used to produce reports; drafts press releases, analytical narratives, statistical tables, charts and graphs for internal review; creates maps using specialized mapping software (e.g., ArcGIS) to represent labor force statistics data (e.g., County Unemployment Rates and Areas of Substantial Unemployment (ASU) by census tract); develops, edits and organizes DOL BLS-required correspondence for program operations; woks with annual computation of ASUs for submittal to DOL BLS; works with annual computation of allocation tables for disbursement of federal funds; responds to external and internal customer data requests from DOL BLS and within the Ohio Department of Job and Family Services (ODJFS) confidentiality directives; performs research and analysis to resolve statistical problems (e.g., evaluates outliers, economic events, and noneconomic events as they affect the different estimation methodologies of labor force estimates; uses statistical tools to provide insight about changes in labor force estimates; uses statistical knowledge to evaluate series structures and seasonally adjusted models); reviews new and modified DOL BLS-sponsored processing systems and methodologies; operates personal computer using Microsoft Suite, Internet and DOL BLS- sponsored programs (e.g., LAUSToo; PROMIS; Exportable Quarterly Census of Employment and Wages System (EXPO)).

Performs other related duties as assigned (e.g., attends and participates in DOL BLS sponsored webinars, Bureau of Labor Market Information (LMI) staff meetings, agency meetings, training and conferences; provides assistance to other staff in LMI when required; establishes and maintains working relationships with personnel in DOL BLS national and regional offices; writes and edits analytical articles for transmission to DOL BLS and/or other publication; travels to attend training and meetings as required; maintains logs, records and files).

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the applications.

The ideal candidate, at minimum, must have the following:

Completion of undergraduate core program in social or behavioral science to include 1 course in parametric statistics (e.g., regression analysis; normal distribution; analysis of variance; link relative)

AND

At least 24 mos. trg. or 24 mos. exp. in application of social research methods which included 6 mos. trg. or 6 mos. exp. in computer operations (e.g., Microsoft Office; Microsoft Access; Statistical Access; Statistical Analysis System (SAS); Statistical Package for Social Sciences (SPSS)).

OR

At least 4 years experience in social or behavioral science which included 2 years experience in application of social research methods

AND

At least 6 months experience in operation of computer operations (e.g., Microsoft Office; Microsoft Access; Statistical Access; Statistical Analysis System (SAS); Statistical Package for Social Sciences (SPSS)).

OR

At least  1 year experience as Labor Market Analyst 2, 66332.

OR

The equivalent of Minimum Class Qualifications for employment noted above.
