Job Description:

Arcadis is currently seeking an Environmental Planner to support environmental planning efforts, for utility infrastructure maintenance and repair programs throughout California (San Francisco, CA, Concord, CA, Roseville, CA, or San Luis Obispo, CA). This full-time position will require strict adherence to health and safety procedures, strong work ethic, excellent written and verbal communication skills and a passion for high quality workmanship.

Primary responsibilities include:


  • Under direction of senior-level staff, work with a regionally-focused multi-disciplinary team of planners and subject matter experts (i.e., biologists, cultural resources specialists, etc.) to support project implementation and compliance strategies.
  • Assist in providing project information to land rights specialists, Right-of Way specialists, customer relations, and government relations professionals for communication to stakeholders and in support of land acquisition to ensure compliance in advance of project construction.
  • In coordination with subject matter experts identify resource constraints and opportunities and document compliance measures to avoid and minimize potential resource impacts.
  • Effectively and efficiently managing desktop environmental assessments using internal and external databases, aerial imagery and other available methods to address potential permitting requirements.
  • Conducting field reviews and site visits with other technical specialists, engineers, and construction personnel.
  • Maintaining electronic file systems and record keeping.
  • Periodic travel (up to 10 percent of the time).

Key Attributes:


  • A firm understanding of local, state and federal permit requirements.
  • Ability to understand elementary land rights (easements process to acquire temporary rights, rights of way, etc.) information and issues.
  • Excellent organizational, written (including email) and verbal communications skills.
  • Proficiency in Microsoft Office applications (spreadsheet (Excel), word processing (Word), and Powerpoint. Experience with (scheduling (Project) a plus.
  • Team oriented, but ability to work independently and be self-directed given clear goals and objectives.
  • Ability to multi-task and work in fast paced and often changing project environment.
  • Strong writing and editing skills and attention to detail. Technical writing experience a plus.
  • Comfort with meeting facilitation, oral presentations, and coordinating meetings and presentations.
  • Valid driver's license.
  • Willingness to travel overnight in California from 2 to 4 times per month. #LI-CA1


    Required Qualifications:

    • Bachelor's degree in Environmental Planning, Urban Planning, Geography, or related field.
    • At least 1 year of experience in the environmental field.
    • Knowledge of local, California and federal permit requirements.

    Preferred Qualifications:


    • 3 years of experience in the environmental field AND/OR advanced degree in environmental science or similar.
    • Previous experience in the planning, permitting, and/or supporting the construction, reconstruction or maintenance of electric or gas transmission facilities, or other similar type of infrastructures (i.e., water, sewer, oil and gas, etc.)
    • Experience with evaluating project compliance with state, federal, and local laws and environmental and regulatory processes - including, but not limited to CPUC, CDFW, RWQCB, FERC, BLM, USFS, USFWS, USACE, as well as experience with CEQA and NEPA.
    • Previous experience with linear utility infrastructure programs.
    • Experience working with interdisciplinary teams to develop comprehensive reports/permit applications.
