This position is based out of our office in Sweeny, TX, and reports to our Site Supervisor, Mechanical and Piping. It is responsible for providing technical expertise for all phases of FEL, implementing good work process to ensure accurate estimates that will assist in developing good economic decisions by Phillips 66 management. How will you contribute to the team?


  • Supervises, develops, and reviews all phases of FEL estimates.

  • Performs in a Project Estimator capacity supervising cost estimate efforts on small projects/proposals.

  • Provides estimating assistance and guidance to the projects.

  • Proposes, implement, and use new automation techniques to enhance discipline estimating processes.

  • Supports project organizational and administrative activities.

  • Provides technical and operational supervision to assigned personnel.

  • Maintains relationships with project personnel, particularly with individual discipline group leaders and engineers.

  • Presents estimate results with Project Manager and project team members.

  • Provides continuing contacts with working and supervisory level personnel of other departments.

  • Prepares or supervises preparation of cost studies, trend estimates, life cycle cost estimates and estimates in specialized areas.

  • Provides review of 3rd party estimate. 

  • Reviews design scope criteria and quantities for completeness and reasonableness, coordinates with the project to develop additional estimating bases when information is incomplete.

  • Works with project business analysts and technical team leads in gathering and understanding requirements to design solutions that produce best practices and improves work process.

  • Establishes the conceptual scope of studies when definition is not available.

  • Coordinates and establishes scoping requirements for the overall cost estimate for discipline or other specialty, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.

  • Prepares basis and assumption documentation.

  • Coordinates pricing structure or criteria to be used for discipline or specialty which meet the objectives of the cost estimate.

  • Establishes format and content of summaries and reconciliations, including segregation of cost according to level of confidence and identifies areas of risk.

  • Develops specific project codes of accounts and recommends appropriate modifications and revisions.

  • Plans, coordinates, and establishes level of quantification appropriate to the objectives of the effort.

  • Develops conceptual quantities to supplement partial Design Build design documents.

  • Reviews or assist in reviewing cost/pricing provisions of proposals and develops supporting data for contract negotiations.

  • Participates in establishing pricing structures to be applied to quantities for estimates.

  • Performs cost and price analysis to establish price reasonableness.

  • Participates in discussions with vendors.

  • Reviews labor estimates for reasonableness.

  • Performs a lead role in estimate reviews and presentations.

What will you contribute?


  • Minimum of fifteen (15) years’ experience with Refining, Oil, Gas, and Chemical Estimating core processes and procedures.

  • Proficient hands on minimum of 10 years’ experience with AspenTech Estimating software tools (Icarus 2000, KBase, Capital Cost Estimator).

  • Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.

  • Must have Knowledge of the estimating process to develop conceptual estimates.

  • Ability to work with internal and site functional teams to achieve project and business objectives.

  • Ability to develop forced detail estimates with limited Engineering input.

  • Ability to develop an indirect staffing plan and other indirect construction cost.

  • Proficient in AspenTech Aspen Capital Cost Estimator (ACCE), Kbase, and Microsoft software.

  • Ability to develop site specific contracting strategy and develop site contractor wage rates.

  • Extensive knowledge and experience in EPC estimating practices and methods, including demonstrated ability to organize, direct, perform, review and present cost estimating products with a minimum of supervision.
