The Site Safety and Health Officer (SSHO) position coordinates and administers Health, Safety, and Environmental (HSE) activities at HTBI project and yard locations in accordance with Company and regulatory guidelines. A SSHO reports to the Company Safety Manager, however works at project sites to uphold and improve the safety and health of all workers including subcontractors.


Essential Job Functions



  • Communicate and coordinate daily with on-site Project management team (Project Manager, Superintendent, Quality Control Manager, etc.).

  • Assist in activity planning to ensure AHA and related processes performed.

  • Monitor marine vessel/equipment and crew activities to ensure HSE and other company policies and requirements are enforced, and associated task risks are mitigated. Inspection activities include but are not limited to: internal processes/controls, general sanitation, house-keeping, and Vessel General Permit (VGP) requirements, specifically, detecting the presence of contaminants having the potential to enter the environment. Inspections will be documented in the Daily report.

  • Champion an Incident and Injury Free (IIF) culture via direct involvement with project personnel.  SSHO will receive IIF Orientation and training.

  • Assist in the development and implementation of site/client specific HSE policies for project sites.

  • Lead daily safety meetings; provide training for routine and project specific tasks; including PPE requirements, CPR, 1st Aid/AED, Blood-Borne Pathogen, Confined Space Rescue, Hot-work permit, etc. Coordinate with Safety Manager to ensure annual training requirements do not lapse.

  • Maintain the projects approved Activity Hazard Analysis (AHA) program and ensure compliance. Verify at least five AHA’s daily (question personnel on procedures, verify PPE in-place, etc.).

  • Track required crew certifications (including CPR, 1st Aid, Crane operators, Maritime certifications, etc.); coordinate training in advance of expirations to ensure a qualified crew.

  • Key project member involved in correcting site deficiencies. Assists Project Manager, Superintendent, Quality Control Manager and Management in maintaining the Site Deficiency Tracking Log and Port Engineer Deficiency log.

  • Maintain the Project Safety logbook.

  • Ensure the Project Hazardous Materials (HAZMAT) and Hazardous Communications (HAZCOM) programs are compliant to standards; including maintaining current Safety Data Sheets (SDS).

  • Ensure all visitors and crew immediately receive orientation upon entry to project site.

  • Ensure emergency drills are conducted and report submitted weekly.

  • Other duties:


    • Submit daily report of occurrences, inspections, issues, etc.

    • Perform at least one Safety-Reports.com Safety inspection each day.

    • Review all AHA’s and AHA variances; monitor crew for compliance; submit weekly.

    • Inspect project equipment upon receipt (Barges, Tugs, Cranes, etc.); including that of subcontractor.

    • Inspect cranes weekly. Log deficiencies in the Daily report and Safety Deficiency Tracking Log.

    • Complete monthly: SSHO Review checklist and Emergency Equipment Inspections - for all vessels assigned to the project (Fire/Safety Equipment, Confined Space Rescue, etc.).

    • Set-up project medical providers per company policy in advance of project start.

    • If Accident or Injury occurs: Escort persons involved to designated facility for medical treatment and ensure required Drug/Alcohol tests are performed per Company policy.

    • Immediately report all accidents, incidents, or near misses to management (Captain, Divisional Safety Department, PM’s). Assist with investigations, root cause analysis, and “Lessons Learned”.

  • Other duties as assigned.

Qualifications



  • 5+ years industry safety experience (4 years if holding a 3rd party, nationally accredited (ANSI or National Commission for Certifying Agencies-NCAA) SOH-related certificate

  • 3+ years of experience with land-based construction activities, dredging or marine construction projects required

  • Experience in managing safety programs or processes. Conducting hazard analyses and developing controls in activities or environments with similar hazards.

  • Knowledge of and experience with OSHA, USACE, Coast Guard and EPA regulations required

  • Completed a 30-Hour OSHA Construction Industry Safety course within 3 years of application

  • Completed 8 hours/per year of formal safety training over the past 2 years (other than OSHA 30/CPR)

  • Practical experience/training in Lock-out/Tag out (LOTO), fall protection, and Competent Person (CP) confined space/entry requirements, atmospheric testing

  • Basic knowledge of cranes and rigging

  • Basic knowledge of Microsoft Office software programs and Adobe Acrobat Professional 9.0

Physical Requirements



  • Must satisfy the requirements of a post-offer pre-placement physical examination, including drug testing.

  • Must be physically capable of boarding vessels (tugs, barges, work stiffs) and being able to climb ladders and lift up to 50 lbs. unassisted.

  • Must be able to tolerate rough seas, vibrations, heat, harsh weather conditions, confined spaces, and high noise levels

  • Work will frequently require individuals to push, pull, bend or stand for long periods of time, and climb ladders that have capacity limits of 300 lbs.

Certification/Licenses



  • Valid driver’s license with clean driving record required

  • CPR/FA/AED responder’s card issued by a nationally recognized organization required

  • Must have minimum Safety Trained Supervisor (STS) certificate required

  • Construction Health and Safety Technician (CHST) certification preferred
