OVERVIEW

The Category Management & Strategic Sourcing Senior Manager, is a category manager, sourcing professional, negotiator, and project manager accountable for end-end sourcing and contracting for assigned internal clients across Cigna as it relates to the procurement of technology used by Cigna's businesses such as software and software-as-a-service.

This includes driving sourcing strategies across the global organization, managing the competitive process, negotiations, contracting, and recommending a supplier that best meets the business objectives.

The Senior Manager will lead technology sourcing and negotiations projects of varying sizes including medium to highly complex competitive bids and direct negotiations in multi-year agreements with suppliers. This will include negotiation of master license, cloud and services agreements as well as transaction agreements for purchases.

The Category Senior Manager will coordinate the involvement of all internal stakeholders including business, IT, legal, information protection, privacy and other departments needed to negotiate agreements. This resource must have experience negotiation complex technology agreements and the ability to negotiate multiple deals at the same time. This resource must have experience in dealing with dynamic requirements that are tied to strategic level business and information technology objectives. This resource must have experience dealing at various management levels to achieve desired outcomes through sourced engagements.

This is a management position. This resource is accountable for the sourcing activities of the direct reports.

Responsibilities


  • Manages day-to-day execution of sourcing process and facilitates involvement of expert internal resources

  • Develop strategies for assigned categories that include market, spend, strategic importance, geographic considerations, etc.

  • Initiate and drive the sourcing process across the organization, managing multiple stakeholders.

  • Lead the end to end sourcing process from market analysis to RFP through business terms and contract execution.

  • Develops timelines and organizes internal matrix team to negotiate an agreement

  • Proactively identify (through analysis and business unit partnerships), develop and execute on sourcing opportunities driving cost savings, cost avoidance, risk reduction, enhanced business outcomes and improved service meeting current and future business and category needs.

  • Review, revise, and / or draft Contracts, Service Level Agreements, Statements of Work and Change Orders with suppliers to optimize benefit and minimize risk to Cigna.

  • Lead cross-functional teams to understand company-wide category needs and evaluate best in class suppliers.

  • Work in conjunction with theThird PartyManagement team to create and manage mutually beneficial long term partnerships with suppliers fostering feedback and continuous improvement opportunities while driving to consolidate the existing supplier base. Optimize supplier performance including supplier continuous improvement, innovation, obsolescence and total cost of ownership reduction.

  • Support, analyze and report on assigned supplier's cost, quality and delivery performance.

  • Develop a strong understanding and forecast of key cost drivers and market factors in assigned categories through continuous research and monitoring.

  • Support continuous improvement in all aspects of the sourcing and procurement process.

  • Maintain and promote sound relationships with suppliers, stakeholders and the business community.

  • Must demonstrate progressive success in meeting business objectives consistent with launching a new, leading edge, high profile and competitive organization.

  • As a leader, act as a change agent and demonstrate resiliency as changes occur.

  • Drive analysis and support of decision making.

  • Support, execute and implement category sourcing initiatives and be accountable for the outcomes.

  • Drive total cost of ownership reductions and business improvements through supplier relationships.

  • Establish role as a valued business advisor to business units.

Qualifications


  • BA / BS in Business, Supply Chain or related field; and/or relevant work experience.

  • Eight-10 years of progressive experience within a large, global organization.

  • Previous management experience is preferred

  • Excellent project management skills.

  • Excellent negotiation skills.

  • Excellent verbal and written communication skills.

  • Strong communication, facilitation and leadership skills with a proven ability to lead, influence and motivate others.

  • Strong time management skills; highly organized and detailed oriented.

  • Structured problem solving and decision making skills.

  • Understands strategic and sourcing implications of key industry trends and developments.

  • Ability to apply fact - based negotiation principles and tactics.

  • Strong analytical, cross-functional communication skills, teamwork and interpersonal skills.

  • Fundamental understanding of corporate and/or administrative supply chains.

  • Ability to work well in a dynamic and rapidly changing environment, with periods of ambiguity.

  • Articulates potential solution(s) effectively to key executives.

  • Cross-functional business team environment experience preferred with an ability to foster working relationships with the team and across internal departments.
