Gas Operations is focused on ensuring the safe and reliable flow of natural gas to our customers. Gas Operations is responsible for all aspects of PG&E's gas distribution and transmission operations including planning, engineering, maintenance and construction, restoration and emergency response.
Position Summary
Responsible for the development of maintenance and construction contracts in Gas Operations. Works closely with key gas operations departments and key functions including project management, engineering, legal, sourcing and others to ensure that all contracts for projects are complete, enforceable, and accurately reflect all general and project-specific conditions. Engaged in project needs scoping and the selection of contract strategy and vendor. Develops contract scopes of work, bid forms and bid packages. Negotiates and prepares quality procurement requests for the issuance of contracts.
This position is located in San Ramon.
Position Schedule: M-F, 40 hours.
Job Responsibilities
Acts as a subject matter expert in area of field and applies extensive knowledge of concepts, principles, and practices.
Develops contract documents with a focus on compliance with contract terms and conditions and corporate standard practices, policies, and procedures.
Oversees contract development including scope, pricing, contract structure, vendor negotiation, and incentives, in partnership with key stakeholders.
Works closely with key stakeholders in developing technical scope, planning, pricing, contract structure and incentives, contractor performance, and quality control.
Acts as primary liaison between various departments and lines of businesses.
Leads implementation of process improvements and efficiencies.
Collaborates with LOB partners and subject matter experts to develop and write contracts through negotiation.
Creates contract scopes of work, schedule of values bid specifications, and bid packages.
Reviews bid and contract packages for accuracy and completeness.
Consults with the PG&E Legal Department to ensure all contracts, scopes, bids, forms, and agreements comply and adhere to all legal requirements.
Participates in the development of contract and agreement templates.
Qualifications
Minimum:
Bachelors Degree or equivalent experience
Three (3) years of experience in a similar role writing contracts and developing bid forms and scopes of work for major heavy civil, pipeline, or industrial construction projects
Knowledge and understanding of budget and resource formulation within contracts, bids, agreements, and RFPs
Ability to compose and interpret contract language terms.
Ability to work effectively individually and in a collaborative environment

Organizational and interpersonal skills
Proficiency with Microsoft Office applications (Word, Excel, PowerPoint, and Outlook) and contract information systems (Ariba, SRM, and SAP).
