The State of Connecticut, Department of Developmental Services (DDS) is recruiting for a full-time (40 hours per week), Developmental Services Assistant Regional Director in Wallingford, CT. The first shift schedule is Monday through Friday. The hours are 8:00 am to 4:30 pm. However, must be flexible in order to meet needs of the agency. Statewide travel is expected and required.

This position plays an important role in our mission to partner with the individuals we support and their families, to support lifelong planning and to join with others to create and promote meaningful opportunities for individuals to fully participate as valued members of their communities.

We are looking for a candidate with knowledge and experience with the following:


  • Significant skills and experience working with people who may have complex legal histories and forensic involvement

  • Extensive experience in overseeing private provider supports and self-directed supports for individuals and families living with complex intellectual disabilities, health challenges and serious and persistent mental illness

  • Strategies for the prevention of abuse and neglect and DDS safety protections

  • Managing immediate and non-immediate protective service plans

  • Residential and day grant accounts

PURPOSE OF JOB CLASS (NATURE OF WORK)



In a Region or Training School in the Department of Developmental Services, this class is accountable for planning, organizing and directing a variety of complex program services, for persons with intellectual disability, in one of the following areas: Day Services, Residential Programs or Family Services.



EXAMPLES OF DUTIES



Supervises, directs and coordinates the activities of program services provided to persons with intellectual disability in one of the following areas: Day Services, Residential Services or Family Services; supervises the planning, development and implementation of a service system for persons with intellectual disability in such services as Residential Services, Social Services, Community Services, Psychology and Nursing; assists in the development of regular community programs that service persons with intellectual disability i.e. transportation, recreation, medical and therapeutic services, employment, and housing; oversees or manages a staff engaged in the daily operation of resource services i.e. case management, clinical services, staff training, day services (children and adult programs) or residential services i.e. campus units, group homes, community companion homes, apartment living and respite service; act as liaison with parents, citizens advocacy and advisory groups, private providers and interested citizens and participates in planning and program monitoring; directs the placement of persons with intellectual disability from training schools to regional residences and day services; assures receipt of case management and program support service to persons with intellectual disability; identifies necessary programs and develops work plans to ensure service availability; participates in monitoring public and private programs, evaluation of reports and development of plans of correction as needed; assures that persons with intellectual disability are protected from abuse, neglect and other prohibited practices; develops and implements plans of correction with the Office of Protection and Advocacy; participates in the development and implementation of contracts with private providers for the purchase of needed services and monitors the delivery of contracted services; maintains a five-year plan for persons with intellectual disability receiving or requiring services and issues annual updates; conducts staff performance evaluations and reviews staff progress in enhancing performance; identifies areas of staff training and provides on-going training; develops budget requests and allocation plans; monitors expenditure reports for units administered; assures adherence to Department policies, procedures and regulations and to applicable federal, state and local statutes and regulations; performs related duties as required.



PREFERRED QUALIFICATIONS



Preference will be given to candidates who have knowledge and experience in the following:


  • State plan and community services, including psychology, nursing, physical therapy, occupational therapy and psychiatry

  • Self-determination self-hire system, fiscal intermediary operations, state plan services, community first choice and money follows the person

  • Budgeting, planning resource allocation team statistics, self-determination, self-direction, cost standards, abuse and neglect prevention and waiver assurances

  • Working with local education authorities, schools, hospitals and other state agencies

  • Management of qualified private residential providers preferred

  • Managing provider performance meetings, fiscal meeting and approval of qualified provider one-time funding

  • Qualified provider rate distributions

  • Management experience with enhanced monitoring of qualified providers and oversight

  • Licensing, plans of correction, quality service review and provider quality improvement plans

  • Presenting to leadership forum and qualified providers

  • Staff development, training, provider orientation and case management

  • Fire safety codes and evacuation requirements related to community living arrangements, continuous residential supports and day supports programs

  • Developing policies/procedures based on regulations

  • Contractual requirements, requests for proposals and individual budgets preferred

  • Supervising qualified provider residential and clinical staff
