JOB OVERVIEW

The Director Technical Services has a Leadership role in the technical design, development and support of the facility's network, communication and data security systems including hardware, software and server configurations and procurement. Responsible for maintaining quality and secured operation of the Madonna voice and data communications networks; including local area network (LAN), wide area network (WAN), wireless network, remote access network, and other remote data communications. Supervises ITS technical staff. Recruits, hires, coaches, conducts performance reviews, counsels and disciplines Responsible for all ongoing activities related to the development, implementation, maintenance of, and adherence to policies and procedures covering the security of, and access to, patient health information in compliance with federal and state laws and the facilities information security practices. Serves as Security Officer for the hospital for HIPAA compliance purposes.

ESSENTIAL FUNCTIONS


  1. Define and manage the support operation provided to other ITS staff members in the creation or re-engineering of facility technical system processes.
  2. Assist the CIO in the development, documentation and management of strategic and operational technical plans for application selection, software systems development, systems maintenance, security, networking, production activities and all necessary support resources.
  3. Assist the CIO in the design, development and management of plans and improvement changes to the capacity of the operating system and its configuration.
  4. Prepare cost estimates for current and proposed projects, reflecting the schedule, equipment and staff requirements.
  5. Manage the technical support function to MRH departments in the development of proposals necessary to leverage technology investments and standardize systems, driving cost efficiencies and achieving ROI.
  6. Analyze and maintain a working knowledge of production and system software and data on the facility's computers.
  7. Compile, analyze and coordinate operational definitions to ensure adequate and quality implementation of all system software applications and computer systems at Madonna.
  8. Manage and assist ITS and other hospital staff in the periodic technical system security risk assessments and conducts related ongoing compliance monitoring activities in coordination with Risk Management.
  9. Provide support and guidance to the CIO on the subject of network infrastructure, audio, data and network security, disaster recovery and business continuity processes.
  10. Assist in representing the facilities audio, data and network security interests with external parties (state or local government bodies) who undertake to adopt or amend security legislation, regulation, or standard.
  11. Participate in the development, implementation, and ongoing compliance monitoring of all trading partner and business associate agreements to ensure all security concerns, requirements, and responsibilities are addressed.
  12. Identify potential areas for enhancement in the use of voice, data, and security technology.
  13. Provide assistance in the development and maintenance of technical system policies and ITS department guidelines, standards, and processes to improve the technology effectiveness and information security of Madonna.
  14. Provide conceptual design of architecture models and technology plans and solutions that map directly to the customers’ business drivers, technical drivers, and the business objectives.
  15. Assist in technology planning and assessment, ensuring integration and security, maximization of investment, flexibility and reliability.
  16. Ensure appropriate levels of physical, voice and data network security are maintained and proper audit controls are in place. Ensure compliance with regulations and external and internal audit controls. Promptly report infractions and provide timely response to audit examinations.
  17. Assist the CIO in the preparation, review and consolidation of ITS capital and operating budgets and business plans in conjunction with the annual budget process and other special projects.
  18. Maintain professional, business, and technical knowledge by attending educational classes and workshops, reviewing professional journals, establishing personal networks and participating in professional societies.
  19. Monitors advancements in information security technologies to ensure organizational adaptation and compliance.
  20. Other duties as necessary to provide complete ITS service for the facility.
  21. Ensure assigned projects are completed on time and within budget.
  22. Ensure integrity of company data, proprietary information and related intellectual property by adhering to Madonna information security and access management policies. Ensure security of the enterprise technology platform by adhering to proper ITS standards and practices.
  23. Assists with contract review/approval process for hospital technical and telecom infrastructure contracts. Participates in negotiations with vendors to maximize value and contain costs.

QUALIFICATIONS (Education/training and/or Experience)

High School Equivalent and Bachelor’s Degree in computer science, engineering, MIS or related field required. Five years applicable work experience required, two of which must be supervisory
Additional relevant work experience may be considered in lieu of formal education. Proven leadership, problem solving, presentation and coordination required. Proven skills in use of network OS, databases, report writers, and other analytical tools. Extensive use of server based applications and proven project leadership skills required.
Master's Degree in computer science, engineering, MIS or related field and professional certification, such as Microsoft’s MCSA and Cisco’s CCIE preferred. Must possess proficient keyboarding skills. Excellent oral and written communications skills and strong interpersonal skills with ability to elicit cooperation required. Ability to work independently and in a leadership role within a team environment.
