Summary:

The Contract Specialist will support all aspects of EGS' major program U.S. Navy contract, including administration and management, procurement and acquisitions, pricing and cost analysis, and data reporting duties as required and assigned. Provides support with FAR compliance and regulatory management, contract setup, contract monthly reporting, tracking contract deliverables, proposal cost and pricing preparation, and other project-specific activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Manage and administer large-scale program contracts for a Department of Defense Agency. Working knowledge of FAR Part 15, Part 16, Part 31, Part 33, and ability to navigate FAR Part 52. Exceptional attention to detail. Develop, design, and prepare FFP, T&M, and Cost Type contract pricing and cost models and proposals using MS Excel for both Commercial clients and Federal clients. Familiarity with cost accounting and financial accounting concepts. Perform all facets of pre- and post-award contract administration and management. Must possess at least three (3) years' of progressively responsible contract administration experience. Working knowledge of the FAR, DFAR and other Federal Acquisition supplements, as well as working knowledge and experience with SAM, DCAA, DCMA, OFPP, and GSA data, policy, and resources. Prepares subcontract bids, Purchase Orders, Requisitions, bid evaluation forms, and award determination letters for contracts and subcontracts. Tracks progress of contract reporting requirements and develops management reports regarding contract compliance. Assists with other routine or special tasks as assigned.

QUALIFICATIONS OR REQUIREMENTS:

EDUCATION AND EXPERIENCE:


  • Minimum of three (3) to five (5) years' experience as a Contract Specialist or Acquisition Specialist for a Department of Defense component, i.e., U.S. Navy, U.S. Air Force, U.S. Army, U.S. Space Force, or non-DoD Federal agency such as NASA, Department of Energy, or GSA, or in support of such agencies as a private contractor.
  • Must be DAWIA Level 1 OR FAC-C Level 1 certified.
  • Must possess a Bachelor's (BA/BSc) degree from a regionally accredited college or university.
  • Previous active-duty military experience in the Acquisitions and/or Supply corps of the U.S. Air Force or U.S. Navy is preferred.
  • Previous experience as a Warranted Contracting Officer is a plus. Previous work in a technical consulting environment is desirable.

SUPERVISORY RESPONSIBILITIES: (if applicable)

There are no personnel supervisory responsibilities in this position.

WORK ENVIRONMENT:

Employee will work a varied physical work schedule that may consist of remote (work from home), shared office, office "hoteling", or standard office setting and environment. There may be occasional travel to client or other company office locations up to 25% of the time. Employees must have a valid and current driver's license in good standing.

LANGUAGE/COMMUNICATION SKILLS:

Must be fluent in the English language - writing and speaking, etc.; Report writing requirements must be clear, cogent, and defensible based on facts and evidence-based determinations.

MATHEMATICAL SKILLS: Quantitative reasoning, statistical reasoning.

OTHER SKILLS:

Candidate should be proficient with Microsoft Excel, Office, and Word. Additional experience with Oracle systems, Access and other business software and systems a plus.
