Job Description:

The Executive Program Director (EPD) is responsible for the overall management and development of the housing programs for individuals who are homeless or at risk of homelessness in the programs service areas. Facilitate the day-to-day program services operation for participating housing program households and referrals with the assistant of the programs Assistant Director and Team Leads. The EPD shall work with the Vice President of The Carolinas Territory to ensure the provision of services, program direction, and grant compliance.  The EPD will provide leadership and assure advocacy, service accessibility as well as wrap-around supports and services within the community. The EPD shall have operational oversight of the programs including recruiting, hiring, training and supervision of staff. In addition, the EPD shall supervise programs and work with the Vice President of The Carolinas Territory to develop, implement and monitor the operating budget. The EPD ensures the Program operates and delivers services in accordance with current policies and procedures, contract requirements, and federal, state and local regulations.

Has relevant experience in homelessness prevention and rapid re-housing.  Function to develop and implement systems that provide key linkages for clients beginning at intake and assessment following through to attainment or maintenance of permanent housing in their home communities.

PRINCIPAL ACTIVITIES:


  • Direct the development of planning, evaluation and implementation of procedures in support of the Housing programs.

  • Act as liaison between the programs and funding/regulatory agencies.

  • Ensure all applicable federal, state, and local government and contractual regulations and requirements are met or exceeded.

  • Communicate with VOA Management and VA, HUD, and COC Liaisons through program reports, conference calls and day to day contacts as necessary and required.

  • Ensure that the Housing programs operate within the approved budgets with the appropriate use and documentation.

  • Monitor and approve all budgeted program expenditures according to programs regulations and report variances to the Vice President.

  • Monitor the program activities on a regular basis and conduct an annual evaluation according to the program evaluation framework including taking action to control risks resulting in quality and effective services for households served

  • Report evaluation findings to the Vice President and recommend changes to enhance the program as appropriate

  • Recruit, interview and select well-qualified program staff in consultation with the Vice President.

  • Supervise Team Leads for the different locations, as well as oversee the supervision of Case Managers and other Housing program staff, ensuring yearly evaluations for all. 

  • Ensure timely and relevant orientation, training and direction to staff including but not limited to training in ethics, the provisions of social services, VOA Handbook, Policies and Procedures, Specific Housing Program Guide, suicide and homelessness, aggressive behavior and CPR.  Maintain ongoing staff training records.

  • Attend all work-related meetings and training as required or needed.

  • With the integration of high priority clients into services oversee the designation and approval of incoming cases for intake to Case Management Teams

  • Lead program staff to ensure that clients receive services that support rapid re-housing; addressing assessed needs, promoting healthy decision-making, securing financial independence and promoting relationships at home and in the community

  • Reviewing client files for compliance and quality of services rendered, oversee housing/supportive services assessments, three-month reassessments and implementation of a comprehensive Family Services Plan and follow-up for each participant.

  • Provide service coordination between the program and community partners such as Continuums of Care to enhance service for persons served and their families/supporters.

  • Develop and meet program outreach goals in order to optimize resources to benefit clients and their families and program success.

  • Communicate with clients and other stakeholders to gain community support for the program and to solicit input to improve the program

  •  Maintain program services and client records; prepare forms, reports and correspondence required by the federally funded programs and VOA.

  • Analyze and evaluate data as documented in HMIS and other required systems, to assure the integrity of data and to prepare accurate reports for VOA Management and program Liaisons as required by the funders

  • Oversee the completion of the monthly repository upload/quarterly reports and report validity as required by SSVF program.

  • Maintain and update knowledge through required and voluntary conferences, seminars, in-service trainings and supervisory meetings as determined in consultation with Department leadership

  • Assure that the facility offices and vehicles have a system of staying appropriately supplied and maintained; sanitary, clean and free from hazards. Renew office space and van leases and submit expense documentation for payment

  • Work as a team with the Chief Financial Officer, the accountant team and the Vice President of The Carolinas and budget planning and implementation review, Human Resources, Training, etc. Complete other duties as needed and requested.

  • Work with the Vice President to implement and manage fundraising and volunteer programs and activities as needed.

  • Ensure compliance with the Commission on Accreditation of Rehabilitation Facilities (CARF) requirements and regulations are established and maintained.

A master’s degree in a human service-related field or a human services-related bachelor’s degree may substitute upon review of other experience critical to program management for services to homeless veterans and their families.  A minimum of two years’ experience working with homeless individuals and families including veterans is preferred. Three years supervisory and administrative experience required. Veteran or member of a veteran family is a plus.

  • This position requires driving your personal vehicle for company business.  Must be privileged to drive according to the criteria set forth by Agency MVR guidelines.

  • Valid driver’s license in jurisdiction of residence

  • Vehicle liability coverage if driving personal vehicle (on occasion, may be required to transport clients in personal vehicle)

  • May be required to drive a van

  • Acceptable Criminal background check, OIG Exclusion check

  • Negative Drug Screening

  • CPR/First Aid Certification must be acquired and maintained once employed.

  • Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.

  • Operating office equipment requiring continuous or repetitive hand/arm movements.

  • The ability to remain in a sitting position for extended periods of time.
