This Environmental Specialist position specifically focuses on utilizing technical skills at a client site for the purposes of ensuring compliance with multiple program areas including the Resource Conservation and Recovery Act (RCRA), Emergency Planning and Community Right-to-Know Act (EPCRA), and Clean Water Act (CWA). Specific responsibilities of the Environmental Specialist will be to: identify permit and regulatory requirements; conduct multimedia environmental compliance inspections; conduct chemical inventories; create, maintain, and provide instruction on environmental requirements; and maintain accurate training and reporting records. Work involves utilizing sound judgment in selecting appropriate tools, methods, and materials to perform the tasks required to complete a job. Uses independent judgment and initiative in the planning, organization, and performance of responsible and confidential work.

Essential Duties and Responsibilities


  • Full-time assignment onsite at U.S. Army garrison – must be U.S. citizen and requires ability to successfully pass FBI background check.

  • Ability to work collaboratively to ensure MSE and client goals are met. Must work effectively in both independent and team settings.

  • Conduct inspections of hazardous waste accumulation sites to determine compliance, document non-compliances, and issue corrective actions to the unit leadership. Conducting inspections includes driving to each onsite inspection location.

  • During the inspections, collect EPCRA data for annual reporting. This data is used to complete Tier II forms for EPCRA Section 312 reporting which is a snapshot in time. Usage data from the HMCC is collected for Form Rs.

  • Document fuel/oil storage locations for all containers over 55 gallons during their inspection for the Spill Plan Control and Countermeasures (SPCC) Plan.

  • Conduct environmental compliance training once a month with a 20-hour initial training and an 8-hour refresher.

  • Inspections will be documented on a Fort Bragg Form 2919 for each organization visited.

  • Maintain current HAZWOPER, RCRA, and other certifications.

  • Participate in all required program meetings.

  • Assist in the preparation of environmental documents and permits.

  • Become knowledgeable of regulatory standards in environmental technical area.

  • Coordinate with technical staff as necessary.

  • Assist in data collection and research of projects as requested by project managers.

  • Coordinate with governmental agencies at the direction of project manager and client.

  • Manage tasks within a project to meet schedule and client needs.

  • Perform related duties as assigned.

  • Will be responsible (either as primary or collateral duties) for assessing, maintaining, record keeping and/or training for site-/unit-level compliance with RCRA and other environmental regulations.


Requirements

Experience: 0-2+ years of experience in area of expertise

Education: B.S. Degree or higher (preferred)

Licensing and Certification: Obtain and maintain current HAZWOPER, RCRA, and other certifications.


Required Knowledge, Skills, and Abilities


  • Comfort and proficiency as a classroom instructor. Fully-developed oral, written, and presentation skills are required.

  • Ability to define problems, collect data, establish facts, and draw valid conclusions to present to Supervisors.

  • Organizational skills and attention to detail.

  • Proficiency with GIS and Microsoft Office software, especially Power Point.


Physical Demands

While performing the responsibilities of the job, the employee may be required to spend long hours sitting and using office equipment and computers, and is regularly required to sit, talk, and hear. He/she frequently is required to use hands and fingers to handle or feel. There may be occasional lifting (overhead, waist level) from floor of supplies and materials weighing no more than 30 pounds. The work may involve some bending, standing or walking. Out of office site visits could potentially have more strenuous physicals demands.


Work Environment


  • Work environment will vary greatly depending on nature of assigned tasks.

  • Possible work environments could include normal office working conditions in a well-lit, climate-controlled environment with minimal safety/health hazard potential and controlled out of office (industrial or outdoor) sites with potential exposure to noise and environmental conditions.
