SUMMARY

The Mechanical Engineer (ME) IV supports Cherokee Nation 3S's client, Marine Corps Installations-East (MCIEAST) at Camp Lejeune and MCAS New River in Jacksonville, NC. The ME II will support the Base Engineering personnel during Pre- and Post-Project Acquisition engineering activities; assist with project requirement definition, draft Performance Work Statements (PWS), prepare Statements of Work (SOW), draft programming documents (DD 1391s) develop cost estimates, and other components of the acquisition package for government approval and submission; execute project technical reviews of designs, cost estimates, and specifications for Facility Sustainment Restoration & Modernization (FSRM) and Military Construction (MILCON) projects; prepare reports of findings and provide recommendations to MCIEAST personnel; interact with key stakeholders to identify potential design deficiencies, value added opportunities, and resolve design conflicts; conduct Post-Award Construction support activities by facilitating meetings, developing technical presentations; and perform all required Enterprise Business System (EBS) data entry for assigned projects, as required. Personnel will participate in planning/design charrette activities; review/oversight of Contractor work in progress; and quality assurance/quality control and provide observations and recommendations to the Government.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  • Provide technical expertise and project management advice and guidance
  • Conduct comprehensive technical reviews of professional studies, reports, and analysis
  • Provide technical engineering support to MCIEAST in support of contract programming efforts.
  • Assist in the development of various project management tools to include Project Management Plans (PMP) and Construction Management Documents.
  • Define and Develop engineering project requirements and translate them into Performance Work Statements/Statements of Work
  • Prepare reports and recommendations for project sponsors and stakeholders
  • Advance concepts and approaches, reviews projects progress and results; provide project status to help management resource decisions
  • Perform independent technical and cost review of facility project design submittals, design templates, charrette reports, and facility design standards.
  • Oversees the development, evaluation or review of plans and criteria for a variety of activities; assesses the feasibility of proposed projects
  • Coordinate Geographic Information Systems (GIS) updates with MCIEAST points of contact to incorporate GIS data files from completed projects.
  • Assist Government personnel to perform QA/QC oversight of project field activities
  • Review project field activities to ensure compliance with Marine Corps, regulatory, and project specific procedures
  • Performs other job related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

Non-supervisory. Reports to Program Manager.

EDUCATION and/or EXPERIENCE


  • Bachelor's Degree in Mechanical Engineering from an ABET accredited Mechanical Engineering or Engineering Technology program with a professional license; Master's Degree is desirable
  • Minimum of 8 years' experience in design and construction activities with at least 1 year working on Capital Improvement projects for a Federal Agency
  • Experience with design and construction of high-interest, high-visibility military projects is highly desirable
  • Excellent communication skills both oral, visual and written
  • Experience utilizing Microsoft Office applications
  • Experience utilizing BUILDERTM Sustainment Management System is desired
  • Experience with TRIRIGA highly desired
  • Experience with MS Project, AutoCAD, Primavera, and Visio a plus

KNOWLEDGE, SKILLS AND ABILITIES


  • Experience and understanding of the military design and construction process.
  • Experience and understanding that includes all aspects of acquisition and project execution as a design/construction agent.
  • Ability to simultaneously manage technical reviews of multiple design & construction projects.
  • Ability to work independently with little supervision.
  • Outstanding interaction skills, tact, and team building skills.
  • Must use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
  • Ability to successfully pass drug screening and a federal background check is required.

WORK ENVIRONMENT

  • The majority of work is technical in nature and conducted in a climate-controlled office environment.
  • Regular field activities include project site surveys and construction site visits.
  • These services will include Advisory &Assistance Services for projects at MCB Camp Lejeune, MCAS Cherry Point, MCAS Beaufort, MCAS New River, and other installations to be determined and may require local travel.
