Job Description: Overall Purpose: The primary contribution of this position is management of a team of Talent Acquisition (TA) professionals responsible for implementation of policies and processes that lead to continual hiring process improvements along with superb candidate experiences. Specifically responsible for managing pre-employment compliance hiring initiatives, including but not limited to: TERO’s, Pre-Onboarding, International & Domestic Background checks, FCRA, FMCSR, ASPR, Taleo, OFCCP, E&Y Schedule of Authorizations, & RIM Standards. Ensures that recruiting and hiring activities are in compliance with government regulations and organizational policies and procedures in conjunction with input from Legal, Compliance, HR Compliance & outside counsel. Ensures all employment audits are effectively correlated to employment advertising campaigns and programs. Responsible for managing vendor support functions to include RFQ, RFP, contract negotiation, Taleo or Work Day integration efforts, reporting & analytics, quarterly reviews, SLA adherence, & long term product and service implementation. Able to effectively communicate and successfully relate with outside vendor providers and their leadership and technical teams. Evaluates the performance and career planning and development for the team. Influences decisions regarding the hiring, firing, disciplinary action, promotional activity, and pay decisions for subordinates. Responsible for Leadership and Succession Planning opportunities for team mates. Works with business units to identify appropriate positions, job rotations, and continual development opportunities for team members.Serves as liaison between delivery, technical, & policy gurus to ensure holistic Talent Acquisition process is represented in all long term technical solutioning. Engaged in complex client requests including EEO, Legal, and Asset Protection investigations that require in depth knowledge of all hiring protocols and historical records including required depositions when called upon. Serves as internal/external AT&T SME on all things related to TA hiring practices to organizations such as Professional Background Screening Association (PBSA), E&Y, European Work Council, Executive Compensation, External Affairs, NPW protocols, Mergers & Acquisitions, HR Services. Keeps informed on developments in related areas such as compensation, employee benefits, and general personnel practices related to holistic requirements of acquiring superb Talent in competitive market place as related to candidate experience.Oversight for team of background check adjudication subject matter experts including operations management, compliance, data & reporting.Drives enhancements for college recruiting, and career development programs while enabling one off processes and exceptions for unique hiring niche requirements. Conducts research and analyzes data on assigned projects including agency performance, team workload balancing, and client hiring strategy optimization. Communication skills allowing for formal and informal proposals to VP level and above as required relative to change management initiatives. Advanced project management experience with deep aptitude for data rich process improvement and automation is required. Education: Typically Bachelors of Arts degree or Bachelors of Science degree or equivalent combination of education and experience. Experience: Typically 5 - 8 years of experience in a related field.
