Description:

Sited full-time at South End Community Health Center (SEHC) part of East Boston Neighborhood Health Center (EBNHC). The SECHC Behavioral Health Clinical Director (BHCD), under the direction of the BH Clinical Administrative Director to whom this position reports, and with the guidance of the BH Medical Director and Chief Behavioral Health Officer, helps develop, implement, facilitate, continuously assess and improve the standardization of all BH clinical workflows and processes. In support of the BH Department’s practice transformation redesign project and as a member of the BH Leadership Team, the BHCD helps design data collection, analyses and reporting regarding clinical operational processes and BH outcome metrics and participates in the timely and relevant training to the staff. The BHCD is responsible for overseeing supervising and managing a highly skilled BH operations support team whose main functions include but are not limited to scheduling, referral, authorization, HFU, template and in basket management. The SECHC BHCD will provide direct care to patients and clinical supervision to assigned BHCs and students. The SECHC BHCD responsibly and diligently oversees each SECHC BH clinical service line, including but not limited to the School Health, IBH, Specialty BH, Group Therapy, the Emergency On-Call and Student Training programs.

Essential Duties & Responsibilities:

  • As a member of the East Boston Neighborhood Health Center Behavioral Health Leadership team, which includes the CBHO, BH Medical and Administrative Directors actively participates in and contributes to strategic planning and BH practice transformation across the two sites. This includes the strategic two-site integration plan as well as growth and scaling of services.

  • Support, under the direction of the BH Clinical Administrative Director (BH CAD),  BH service delivery by overseeing and directing the efforts of the BH operations support team to identify barriers to access to care, resolve appointment scheduling issues, coordinate supported referrals to external behavioral health services, and facilitate smooth service delivery across the entire department.

  • Facilitates in collaboration with the BH Leadership Team EPIC support, training and assistance to BH team and functions as the liaison to the IT Epic training team as indicated.


  • Under the direction of the BH Medical Director, designs and implements the BHC and Psychiatric provider orientation and training program for both sites.

  • Under the direction of the BH CAD, oversees the work of and provides clinical supervision to the SECHC BH IBH Clinical Lead in her capacity as the departmental liaison to the SECHC primary care departments.

  • Under the direction of and in collaboration with the BH CAD functions as the SECHC BH liaison to Patient Accounts, the Grants Management office, the Contact Center, and The Community Resource and Wellness Center.

  • Actively participates in emergency management, regulatory compliance and patient safety programs, including TJC, DPH, HRSA, CMS, as a content expert along with other BH leaders for behavioral health-related issues.

  • As a member of the BH Project Team works closely with the BH Leadership team and project managers to design, formally request, implement and execute each in flight project with a high degree of integrity and on time performance.

  • Specific to SECHC BH, coordinates BH care navigation and community health worker programs for the facilitating of complex integrated behavioral health care in a primary care setting, including internal and external mental health and substance abuse services.

  • Provides programmatic management and oversight of access and utilization data to the entire integrated Care Team.

  • As a member of the BH Leadership Team and under the direction of the Quality Department Medical Director, participates in the development of an outcome measurement program for the ACO-required BH outcomes.

  • As a member of the BH Leadership Team identifies, oversees, supervises, scopes and scales each of the SECHC BH Department’s critical clinical service lines as delineated in the position summary and develops the plan for allocation of resources, coverage and contingency staffing.

  • Assists in BH Department fiscal management: participation in the preparation and monitoring of the departmental budget; BHC productivity/utilization review, and documentation/coding/billing practices and improvements.

  • Provides high quality supervision to assigned BHCs and students.

  • With the BH leadership team members shares on-call responsibilities and provides clinical consultation to BHCs on call as well as to medical colleagues in the management of psychiatric emergencies, urgent clinical matters and highly complex patients.

  • Responds to, addresses and resolves, as indicated patient and provider complaints in a timely manner, seeking support and consultation as needed.

  • Meets the clinical requirements as delineated in the BHC job description and develops and maintains a practice at an agreed upon percentage of FTE which is subject to modification up or down depending on the evolving demands of the role.

  • Maintains excellent punctuality and attendance.

  • Demonstrates self-direction and self-motivation; solves problems independently, yet knows when to seek consultation.

  • Displays outstanding customer service skills when interacting with all EBNHC customers according to the ACE model.

  • Adheres to all EBNHC and departmental policies and procedures.

  • Participates in required departmental activities and meetings.

  • Performs other related duties as agreed upon and required.

Qualifications and Requirements:

EDUCATION: Bachelor’s Degree, Master’s or Doctoral Degree in a BH Discipline and licensure (LP, LICSW, LMHC, LMFT), required.

EXPERIENCE: 5 years clinical and medical or behavioral health program management experience, clinical and administrative supervision required.

SKILLS/ABILITIES:

•             Fluency in Spanish strongly preferred.

•             Strong organizational and time management skills.

•             Proven Ability to prioritize and manage multiple projects and tasks.

•             Excellent oral and written communication skills.

•             Analytical skills necessary for the gathering and analyzing of data and reports, and to identify     trends/issues.

•             Comfortable with the pace of primary and emergency care, within an interdisciplinary team.

•             Awareness of and demonstrated commitment to the delivery of culturally competent care.
