The Office of Unemployment Insurance Operations (OUIO) administers Ohio's unemployment insurance program, which provides short-term income to unemployed workers who lose their jobs through no fault of their own. It reduces the hardship felt by families during periods of temporary unemployment and bolsters the local economies by maintaining the purchasing power of the unemployed worker. ODJFS is seeking qualified individuals to assist with a variety of projects related to the high volume of unemployment claims due to the COVID-19 pandemic. Project areas include: Adjudications, Communications, Fraud, and Pandemic Response.

PLEASE READ THE FOLLOWING INFORMATION:


  • This position is temporary, unclassified, and is not eligible for benefits.

  • Although categorized as 'part-time', the hours for this position will be Monday through Friday, 8:00 a.m. to 5:00 p.m. with a 1-hour lunch (40-hours per week). At this time, the schedule is not negotiable.

  • At this time, this position is working from home although you will initially have to come to an ODJFS facility in Columbus Ohio to pick up equipment and receive initial instructions. In the future, you may be assigned to work in an ODJFS facility rather than work from home.

  • In order to do this job, you are required to provide your own internet access, due to working from home.

  • There are multiple positions available.

Major Duties and Responsibilities

Under direction, manages project(s), with or without sub-projects, that covers all phases of project management (i.e., integration management; scope management; time management; cost management; quality management; human resource management; communication management; risk management; procurement management), with activities and responsibilities involving organizations/entities external to Ohio Department of Job and Family Services (ODJFS), whose primary stakeholders are executives and/or local (e.g., county, city) political organizations/individuals, works directly with agency executives and organizations responsible for service/product delivery, focuses on coordination of projects with other services/projects, directs, implements and monitors policy and ensures compliance, and markets benefits to organizations/executive management: interprets federal and state laws and regulations to ensure compliance; reviews and interprets policy and procedures and recommends modifications; establishes procedures/guidelines for monitoring and compliance; makes recommendations for modifications to coordinate projects for purpose of standardizing implementation of policy across projects and/or agencies; develops and/or directs development and implementation of planning document(s) (e.g., resources, specific assignments); serves as agency representative for project in public forums (e.g., focus groups, other state agencies, county agencies, media, federal government, legislature); makes project presentations to organization/executive management to educate/market benefits; implements and coordinates project phases; coordinates multitude of tasks or subprojects with stakeholders inside and outside project; determines if changes need to be made for optimum service delivery; interviews stakeholders to determine needs and expectations and maintains regular contact with stakeholders to market product or service and obtain feedback; manages and negotiates change (e.g., cost, assignments, objectives) within project; determines need for division of given project into subprojects, distribution of work for subprojects (e.g., outside source), and oversees activities conducted within each subproject; defines project requirements, quality standards, and time lines; determines and evaluates risks that may affect project; defines specific activities to be performed to produce project deliverables; evaluates deliverables and ensures project is ready to move on to its next phase; addresses any problems found in testing/piloting; ensures scheduled time frames are met; provides regular progress reports; determines and allocates resources and assists in budget planning; determines and evaluates testing and/or pilot program and/or project; oversees implementation schedule; manages and processes (e.g., selects appropriate processes; defines scope/material/product; establishes selection criteria; follows appropriate processes; coordinates review of proposals; conducts bidder conferences; directs evaluation of bid/proposals; recommends bid/proposal selection; represents agency/project to controlling board; executes valid contract; manages request for proposal, quote and information and invitation to bid) procurement document.

Performs other related duties as assigned (e.g., participates in, and makes presentations at, meetings and conferences and/or workshops; consults with program/policy staff on developing new procedures/policy; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).

 

The following are the minimum qualifications for this position. For further consideration, applicants must clearly identify how qualifications are met within the education and/or experience sections of the application.

The ideal candidate, at minimum, must have the following:


  • Successful completion of 2 years post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned


  • AND 12 months experience in budgeting and calculating cost projections of program/projects


  • AND 12 months experience in project management (i.e., management and development of project/program requirements, design, development, testing/pilot, training and full scale implementation).

OR


  • 4 years experience in project management (i.e., management and development of project/program requirements, design, development, testing/pilot, training and full scale implementation), with experience to be commensurate with project/program and/or position description on file (e.g., specific human service program area, management information sciences, fiscal)


  • AND 12 months experience in budgeting and calculating cost projections of program/projects.

OR


  • 12 months experience as Project Manager 1, 63381 or IT Project Manager 1, 63384.

OR


  • Equivalent of Minimum Class Qualifications for Employment noted above.
