Summary

The Global Contingent Talent team within the UST Global ( UST ) is charged with creating and delivering a seamless and positive engagement experience across the entire contingent talent ( CT ) lifecycle for UST engagement managers, preferred staffing suppliers, and contingent workers. The joint outsourced MSP function and the UST retained GCT team will apply market aligned better practices and optimize these to UST business through efficient and simple CT strategies, processes, systems, policies, and talent management programs.

Role Description

UST Global is seeking a Director of Contingent Talent to lead the evolution of our overall global contingent talent workforce which supports all of UST. This leader of GCT will be a relationship builder and change agent responsible for partnering with a virtual team of service delivery leads/engagement managers.

The Director of Contingent Talent will report directly to the Head of Talent Acquisition and have a dotted line reporting to VP-Global HR operations have accountability to oversee GCT program delivery and support the implementation of change, financial management, and lifecycle management of platforms and applications. The role is key to ensuring UST s PSP supports the organization effectively by delivering according to expectations, monitoring organizational satisfaction with delivery, driving service improvement, and understanding where gaps may exist in talent capabilities and availabilities.

Roles & Responsibilities

The Director of Contingent Talent will be responsible for all activities related to managing the strategic relationships for staffing suppliers in the GCT PSP ecosystem, with a primary goal of driving UST project aligned assignments, and successful outcomes from the PSPs, while supporting analysis and reporting of staffing supplier performance within UST to the appropriate stakeholders.

The role will have primary accountability for day-to-day oversight as follows:

Responsible for providing core expertise in the four areas of the supplier relationship management and process domains (i.e., Performance Management, Contract Management, Relationship Management, and Financial Management) in support of sourcing and contract execution lifecycles

Accountable for developing and maintaining the core capabilities, processes and procedures of the GCT Management Office ( GCTMO )

* Performance Management - Monitor, evaluate and develop the applicable insight regarding all relevant CT services, MSP, VMS, and staffing supplier-based performance metrics, including

o Managed service arrangements, performance management agreements and the underlying KPIs and OLAs

o Project-based services, project performance metrics and the applicable commercial provisions (e.g., at-risk fees, holdbacks, gain share)

* Review supplier performance reports to ensure accuracy of the results, and if information deficiencies or risks are revealed, initiate supplier development of improvement and/or risk mitigation plans

* Identify key trends in supplier performance, explore opportunities for continuous improvement and adoption of best-in-class practices

* Contract Management

* Monitor, catalog, facilitate meetings and report on proposed commercial terms and contract changes, including modifications, additions, extensions, and deletions

* Support the stakeholders need for information regarding the terms and provisions of CT agreements with PSPs plus any exception staffing suppliers, and act as the go-to resource when issues or disputes arise related to such agreements

* Actively support and participate in the exception process as well as on a needs arises basis the informal and formal dispute processes

* Relationship Management

* Manage the strategic value of the MSP, VMS, PSP, and CT worker relationships, including by encouraging innovation and value enhancement in service delivery

* Manage the CT customer survey process, including ensuring that an appropriate balance between acceptable intrusiveness on the user community and sufficient insight to develop corrective action

* Support collaborative CT supplier relationships with accurate and insightful analysis that promotes effective communication, and enhances MSP, VMS, and PSP discussions during governance meetings

* Financial Management

* Drive financial performance in the context of credits/holdbacks to be levied for performance failures

* Provide oversight to the UST Finance function to ensure accurate and timely review of GCT forecasts, commitments, and actual spend

* Provide support for the budget and forecast process by analyzing and sharing with cost center owners, and Finance, historical GCT spend information by PSP participant and geography

Required Skills

8+years of experience in leading contingent workforce programs, MSP operations or HR leadership in talent pool growth/sourcing, or recruiting operations

* 8+ years of direct people leadership experience

* 10+ years of experience in the engagement processes (sourcing, contracting, onboarding, escalation management) for temp workers, contractors, consultants, and outsourced workers

* Excellent analytical skills and attention to detail

* Experience with configuring, integrating, testing, and deploying Vendor Management Systems offerings such as SAP Fieldglass or Beeline

* Experience with Managed Service Provider offerings and/or outsourced services procurement

* Track record of cultivating executive-level relationships with both the business and suppliers

* Act as the final escalation point for all service and relationship issues

* Identify and eliminate barriers that inhibit achieving service delivery goals and objectives

* Preferred Qualification - 5+ years base level experience, directly or indirectly, with international labor laws

* Certified Contingent Workforce Professional (CCWP) MBA or other advanced degrees
