Overview:
The overall responsibility for this position is the estimating, assisting with proposal development and project costing for assigned utility construction projects. The estimator will prepare complete cost estimates for distribution, transmission or substation OR telecommunications OR gas/underground utility construction projects.
Responsibilities:
Review and incorporate historical data from past projects, subcontractor costs, productivity analysis reports, etc. into unit and man-hour figures
Review contracts, proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of the estimate
Prepare estimates by calculating the complete takeoff of the scope of work
Coordinate total estimating effort relevant to a particular bid / project
Review all final estimate packages with operations personnel prior to formal quotation, to insure accuracy and completeness
Participate in bid strategy and presentation meetings as requested
Support Corporate and Region personnel in preparation of estimates. Provide technical support as necessary
Maintain files of working documents as back-up for estimate figures
Assist in developing and supporting the proposal response. Includes writing work plans, schedule development, other technical response
Manage RFP process for necessary suppliers and subcontractors
Interface with owner, A/E, partners or other contractors to provide engineering and cost data to assist Operations in the final evaluation of bid / proposal
Follow awarded contracts - may include estimating extra work items, change orders, credits, procurement of material, etc
Facilitate contract hand-off to PM / Operations: Including job cost tracking set-up, development of revenue recognition units and productivity analysis reporting
Perform additional assignments as required
20% overnight travel often upon short notice
Qualifications:
Bachelor degree in Civil Engineering or Construction Management is required
Minimum 2 years' experience estimating power transmission, distribution and/or substation construction OR Telecom construction OR Gas/Underground construction is required
Experience with B2W estimating software is required
Knowledge of estimating techniques and cost control, plus the ability to analyze cost data is required
Knowledge of scheduling programs (P6) is desired
Understanding of Project Management Methodology is a plus
Must have the ability to prepare complex proposals with minimal supervision
Excellent presentation skills, good communicative and interpersonal skills is required
