Sayres is seekingan experiencedNavy Qualify Validator (NQV Level III)located in Washington, DC with a current SECRET clearance, verifiable in JPAS.

Responsibilities:

The Navy Qualify Validator (NQV Level III) will be responsible for the following:

- Provide subject matter expertise in the provision of Department of Defense (DoD) Information Assurance (IA)/Cybersecurity supports for Authorization, Certification & Accreditation (C&A), Assessment & Authorization (A&A) DIACAP through Risk Management Framework (RMF) process documentation packages & artifacts generation requirements in supporting of system analysis.

- Provide support to the Naval Sea Systems Command (NAVSEA) Program Executive Office. Provide analytical support for the development and submission of A&A documentation in compliance with the RMF requirements.

- Apply knowledge of technology, analyze the security implications of systems and applications security, and provide recommendations to decision-makers and engineers. Provide experience-based advice and assistance to facilitate cybersecurity packages process efforts.

- Conduct Evaluations (STEs).

- Security Assessment Reports (SARs).

- Validator Executive Summary (ES), Incident Response Plan (IR Plan).

- Contingency Plan (ISCP).

- Program Protection Plan (PPP) Security Policy Documents.

- Development of test plans for identified security controls.

- Asset discovery and analysis for all Information Systems.

- Perform vulnerability assessments on network devices, servers (Windows and Linux), workstations, databases, web applications, for all packages supporting PEO IWS 1.0 and DDG 51 Class Ships.

- Perform eMASS packages artifacts accuracy, and timely Security Assessment Plan, Security Test, and Evaluation, Security Assessment Report, and Plan of Action and Milestone documentation.

- Familiarity with Risk Management Framework (RMF), Cybersecurity Framework, System Security Plan, Incident Response Plan, Contingency Planning, Configuration Management Plan, Policy and Procedure documentation, System.

- Familiarity with NIST Special Publication (SP) 800 Series; 800-37, 800-53, 800-53A, 800-60, 800-137, FISMA, FedRAMP, Cloud based Information Systems, etc.

- Develop, improve, and participate in the creation and updating of Standard Operating Procedures (SOPs), System Security Plans (SSPs), System Characterization Documents (SCD), System Assessment Plans (SAPs), Security Test.

Minimum Skill Sets of Qualified Candidates

- CCNA, CASP, Security+.

- Navy Qualify Validator (NQV Level III).

- Current SIPR access.

- Active Secret Clearance verifiable in JPAS.
