MIT Lincoln Laboratory (LL) is a Department of Defense Federally Funded Research and Development Center (FFRDC) chartered to develop advanced technology in support of national security. Research and development activities focus on long-term technology development as well as rapid system prototyping and demonstration. The Laboratory works with government and industry to transition new concepts, technology and prototypes into future system development and deployment.

JOB SUMMARY

The Financial Services Department (F$D) is seeking a Funding Manager to work within the Operations Group. This dynamic and fast paced position will serve as the Laboratory's Funds Manager for all funding contract actions including, but not limited to, new programs, funding obligations and deobligations, and other funding contract actions on the Air Force prime contract. The Funding Manager supervises a Senior Financial Analyst and is responsible for their daily activities, training and development. The funding team will maintain and leverage Laboratory and Air Force financial management reporting tools in order to provide accurate funding status. Outstanding interpersonal skills and frequent communication are required to collaborate across multiple levels of the organization and with Government counterparts.

DUTIES & RESPONSIBILITIES

* Serve as one of the main F$D points of contract for Air Force prime contract operational funding

* Supervise one FTE involved with day to day funding operations

* Principal interface with Laboratory research divisions, Contracting Service Department and the Air Force contract administrators on the day to day funding actions required to execute under the Air Force prime contract

* Provide monthly financial input for the Lab Operations Report, Contract Data Requirements List (CDRL), Monthly MIT Dashboard report, Government taskers issued by OSD, and other funding reports as required

* Responsible for quality control and process efficiency of funds management to include swift identification and communication of funding and contact related issues

* Manages internal control systems in performance of the reconciliation and audit of all funding actions between MIT LL and the Air Force

DUTIES & RESPONSIBILITIES CON\\'T

* Collaborate with the Laboratory business community and the Contracting Services Department to coordinate key funding dates and changes in processes in order to prevent delays in funding

* Lead coordination with F$D and Air Force contract administrators in system interface, data collection and reporting capabilities relating to funding activities

* Serve as lead contributor in Laboratory process improvement, modernization, and digital enterprise projects related to funds management

* Oversee the new prime contract program approval process to include review of documentation and responding to Air Force requests for information

* Participate in the program closeout process to include updates to sales contract and requirement for monthly CDRL

* Respond to ad-hoc inquires and other duties as assigned

REQUIREMENTS

* Bachelor's Degree in a business related field is required; MBA is preferred

* Minimum 5-8 years of financial management experience

* Knowledge of the federal funding process is required

* Prior experience with SAP is preferred

* Experience in a DoD research, acquisition and contracting environment is preferred

* Initiative to coordinate meetings and notify others with important information

* Advanced MS Office skills (Excel, Word, PowerPoint)

* Capacity to work in a fast paced and high demand environment

* Ability to obtain and maintain a government security clearance up to TS-SCI
